Description of the Project:
Minnesota Information Technology Services (MNIT) partnering with Minnesota Office of Higher Education (OHE) and Minnesota Department of Education (MDE), is seeking one part-time developer to support OHE’s Minnesota P-20 Education Partnership (P20) projects and MDE’s public and secure WebFOCUS reporting application.
The resource will support the analysis of Minnesota student and family data contained in a data warehouse that utilizes the business intelligence tool WebFOCUS to meet state reporting needs for both the Statewide Longitudinal Education Data System (SLEDS) and Early Childhood Longitudinal Education Data System (ECLDS). The data is drawn from multiple sources – MDE, Minnesota Department of Health (MDH), Minnesota Department of Human Services (DHS), Minnesota Department of Employment and Economic Development (DEED), and OHE. Project activities in the P20 analytics effort is to devise, design and develop a suite of reporting options for pre-defined data analysis and secure processes for research dataset generation. There are project efforts in progress in the following systems and applications: Additional Early Childhood Longitudinal Data System (ECLDS) and Statewide Longitudinal Education Data System (SLEDS), Analytics Public Reports, Researcher Data Marts, Initial Data Mart/Data Request Fulfillment. The resource will be expected to complete and execute on the current efforts and any additional analytical development, as directed by the P20 Governance Board, and the Data and Research Committee. All work under the P20 projects will be directed by MNIT’s P20 project manager.
High-Level Description of Duties
This resource will maintain existing report code and modify it as necessary, will design new reports to meet the needs of both P20 and MDE (working with the business and project management staff to understand requirements), create new public and secure reports, conduct performance enhancements, and provide WebFOCUS support for both P20 and MDE.
Sample Tasks
- Create wireframes, storyboards, user flows, process flows and site maps to communicate interaction and design ideas
- Establish and design guidelines, best practices and standards
- Provide clear, detailed descriptions of reporting specifications such as product features, activities, software, communication protocols, programming languages, and operating systems software and hardware
- Develop and document test plans, testing procedures, or test results
- Develop or implement procedures for ongoing web reporting revisions
- Develop databases that support web applications and reports
- Write and/or maintain supporting code for web applications and reports
- Recommend and implement performance improvements
- Create models or prototypes that include physical, interface, logical, or data models
- Analyze user needs to determine technical requirements
- Perform infrastructure analysis and remediate WebFOCUS inefficiencies
- Review suppression layers in analytics reporting and provide background knowledge and recommendations
- Design and implement web reporting security measures
- Establish backup and recovery standards
- Provide documentation and knowledge transfer to P20 and MDE staff, and other stakeholders as requested.
- Provide training to new MDE WebFOCUS staff
Desired Skills
- Experience designing and developing business intelligence reporting systems in a data warehousing environment using star schemas, data cubes and data marts
- Experience developing web applications and reporting systems with the WebFOCUS Business Intelligence and Analytics Platform, including WebFOCUS 8 experience
- Experience designing and developing mobile-first reporting systems with emphasis on responsive design and performance optimization
- Possesses extensive experience with WebFOCUS and other Business Intelligence tools
- Advanced skills in the WebFOCUS development environment
- Experience installing, configuring, and administering WebFOCUS server
- Experience in creating accessible work product, specifically in conformance with the Web Content Accessibility Guidelines (WCAG) 2.0, Level AA.
- Experience in multiple Website Design/Development projects as a web designer/developer
- Possesses and is able to demonstrate graphic design skills with a strong portfolio
- Experience with Web Applications and programming languages such as HTML, CSS, JavaScript, JQuery and API's
