Web Developer

The Contractor shall provide the following Critical Core Competencies and ensure they are not single-threaded by an individual contributor for the duration of this contract. These competencies represent specialized skills, experience and institutional knowledge deemed vital to executing contract requirements.
3.9.1 (U) Cloud Services
(U) Deploys, operates and maintains web services within the Sponsor’s cloud environment.
3.9.2 (U) Information Systems Security
(U) Operates as part of Sponsor’s A&A process and supports or advises the team appropriately.
3.9.3 (U) Applications Development
(U) Enhances, operates and maintains user interface.
3.9.4 (U) Data Engineering/Modeling
(U) Evaluates data, creates new data models and translates data into existing data model(s).
3.9.5 (U) Systems Administration
(U) Deploys and maintains infrastructure associated with systems or capabilities.
Requirements
(U) The Contractor shall ensure, for the duration of the contract, that contractor personnel assigned to work under this contract maintain institutional knowledge and competency level necessary for all required skills, to include demonstrated on-the-job experience.
(U) The Contractor Team shall possess and provide the following required skills and demonstrated experience:
· (U) Demonstrated experience working in an Agile software development environment
· (U) Demonstrated experience as a systems administrator for Linux and Windows servers and routinely updating to standard images.
· (U) Demonstrated experience developing from a virtual desktop.
· (U) Demonstrated experience configuring software for automated deployments in a cloud environment(s).
· (U) Demonstrated experience integrating COTS products with required capabilities such as audit, logging via API or other process.
· (U) Demonstrated experience integrating COTS products with other functional capabilities such as web-based user interfaces, or COTS/GOTS products via API or other.
· (U) Demonstrated experience using JavaScript (JS), AngularJS and Python.
· (U) Demonstrated experience with mySql, SquirrelSQL or other relational databases.
· (U) Demonstrated experience using Apache Spark and Tomcat and Spring Framework.
· (U) Demonstrated experience using Elastic Search.
· (U) Demonstrated experience establishing and completing the stand-up of a COTS tool in a cloud environment
· (U) Demonstrated experience operating an ICD 508-compliant user interface.
· (U) Demonstrated experience requesting and updating server certificates.
· (U) Demonstrated experience modeling metadata management.
· (U) Demonstrated experience modeling relational, dimensional and NoSQL data.
· (U) Demonstrated experience applying data management standards.
· (U) Demonstrated experience creating data models.
· (U) Demonstrated experience implementing data models.
· (U) Demonstrated experience writing and updating documents associated with a security accreditation process.
· (U) Demonstrated experience requesting and updating server certificates.
· (U) Demonstrated on-the-job experience exhibiting technical writing and editing skills with Microsoft Office.
· (U) Demonstrated on-the-job experience writing security documentation, such as System Security Plans.
· (U) Demonstrated on-the-job experience creating and updating documentation for current and proposed security architectures.
· (U) Demonstrated on-the-job experience documenting and implementing NIST 800-53 security controls.
· (U) Demonstrated experience with security accreditation tools.
· (U) Demonstrated familiarity with output from security assessment tools (like AppDetective, WebInspect, Nessus) and the ability to understand and coordinate assessment of findings.
4.2 (U) DESIRED SKILLS AND DEMONSTRATED EXPERIENCE
(U) Skills and experiences listed below are identified as highly desired in support of work activities under this contract.
· (U) Demonstrated experience with Informatica Axon or other Informatica tools.
· (U) Demonstrated experience with SAP Power Designer.
· (U) Demonstrated experience with YAml, putty, html, and CSS.
· (U) Demonstrated experience capturing detailed meeting minutes for actions and dissemination.
· (U) Demonstrated experience requesting and updating server certificates as part of the Sponsor’s process.
· (U) Demonstrated experience deriving standards and methodologies for interoperability.
· (U) Demonstrated experience deriving standards and methodologies for data sharing.
· (U) Demonstrated experience developing ontologies and taxonomies.
· (U) Demonstrated experience establishing and completing the stand-up of a COTS tool on Sponsor’s network.
· (U) Demonstrated experience writing documents associated with the Sponsor’s security accreditation process.
· (U) Demonstrated experience with all control gates in the A&A process.
· (U) Demonstrated experience successfully obtaining a full ATO for projects on multiple fabrics (Unclassified/Secret/Top Secret).
· (U) Demonstrated experience working in an Agile environment.
· (U) Demonstrated experience leading scrum meeting with multi-disciplinary project teams of technical engineers, developers and stakeholders.
