EPCOR is hiring a full-time Water Resources Analyst position and reporting to our US Corporate office in north-central Phoenix, Arizona.
This position also acts as a backup for the Water Resources Manager with various stakeholder groups and regulatory agencies and assists Manager with the current and future water resources portfolio.
This individual will manage the company’s water conservation programs including conducting water conservation and training seminars and presentations in the communities served. Other responsibilities include working collaboratively with various groups and performs the occasional industrial and residential water audit and accountable for the conservation program budget and ensuring implementation of cost effective water saving strategies.
This individual will also be responsible for implementing, coordinating, compiling and analyzing data on water conservation programs and representing EPCOR with community partners and conservation groups throughout the company’s numerous service districts; plans, monitors, organizes, and executes activities surrounding bulk raw surface water purchases; tracks water production, including surface water, well pumping, and water storage for use in quarterly and annual regulatory compliance reporting purposes.
What you’d be responsible for
- Responsible for completion of all community water system annual reporting within Arizona and New Mexico.
- Coordinates, implements and tracks water conservation activities to ensure regulatory compliance.
- Oversees and executes conservation training for Customer Care Associates. This position also acts as a backup for the Water Resources Manager with various stakeholder groups and regulatory agencies and assists Manager with the current and future water resources portfolio. Manage interns as needed.
- Prepares and files Arizona Department of Water Resources (ADWR) quarterly and annual reports, preparing permit applications and securing permits, with minor supervision.
- Prepares and files annual reports for the Central Arizona Groundwater Replenishment District (CAGRD) and tracks certificates of assured water supply, with minor supervision.
- Monitors lost and unaccounted for water within Active Management Area (AMA) service districts.
- Manages rebate program in Clovis, New Mexico, including annual reporting to Public Regulation Commission (PRC). Handles AFUDC, IFRS, regulatory and tax calculations and explanations, managerial and analytical reports, and financial reporting.
- Plans and implements water conservation activities, including creating new and evaluating established programs to ensure cost effective water saving strategies.
- Compiles and analyzes data for compliance with water conservation regulatory requirements.
- Works collaboratively with Operations, Public and Government Affairs, Customer Care, and Water Quality on outreach and implementation of conservation activities.
- Prepares and delivers conservation presentations at community forums.
- Maintain and implement programs that meet the requirements of the Arizona Department of Water Resources Best Management Practices for water conservation.
- Represents the company and distributes water conservation information to interested parties at public meetings, community events, schools and other events.
- Acts as primary liaison with conservation groups at the local and regional level to coordinate and enrich the Company’s conservation program.
- Develops and schedules water conservation training for the public within EPCOR’s service areas.
- Coordinates practical conservation solutions for interested parties in service areas.
- Investigates and resolves customer inquiries and complaints related to water conservation.
- Conducts water conservation audits for both residential and industrial customers and provides written and verbal feedback on audits to customers.
- Conducts research and analysis including water rights investigations, demand, supply and water conservation potential analyses.
- Prepares reports for these various programs.
- Prepares and files applications for permits from ADWR for water storage, recovery, groundwater withdrawal and others as needed.
- Monitors and evaluates the efficacy of the company’s conservation programs.
- Assists Manager with New Mexico’s well water leasing program.
- Conducts scheduling and ordering water, paying and receiving payments for water, and processing applicable invoices, checks and other related activities.
- Assists Manager with strategies for current and future water resources portfolio.
- Assists Manager by jointly representing the Water Resources team in stakeholder meetings and policy briefings. Manage interns as needed.
What’s required to be successful
- Valid Arizona driver’s license with a good driving history.
- Bachelor of Science degree in Environmental Science, Environmental Engineering, Environmental Planning or a related field such as Biology, Geology, Hydrology, Chemistry, Natural Resources, Public Administration, or Business Administration is required.
- Direct working experience in water conservation/resources may be substituted for 4-year degree.
- Minimum of 5 years of experience in water conservation, water resources or closely related field.
- Requires hands-on experience with water efficiency auditing and water conservation programs.
- Must have the ability to interpret customer needs and translate them into effective solutions.
- Ability to speak before groups and present water conservation concepts and ideas.
- Excellent verbal and written communications and facilitation skills.
- Demonstrated interpersonal skills with coworkers, management and the general public.
- High level of computer literacy required.
- Analytical and mathematical skills required.
- Must be able to exercise independent judgment as well as follow written and verbal instructions.
- Working knowledge of water resources in Arizona including underground storage and recovery permitting and reporting, municipal rights, CAP rights and reporting, CAWCD reporting, the state’s NMPCCP and AWS program.
- Knowledge of water conservation program elements and water conservation practices.
- Familiarity with Arizona’s regulatory environment related to water conservation.
- Travel will be required for this position with field exposure.
