1. TASK & DUTIES LIST AND MEASURES OF PERFORMANCE FOR: WATER METER TECHNICIAN
• PAY STATUS: NON-EXEMPT
2. REQUIREMENTS:
Education: Graduation from high school or GED equivalent, or any equivalent combination of education and experience.
Licensing, Registration or Certification: Background check must be satisfactory.
Pre-employment screenings must be passed.
Must be certified by the WV Public Service Commission for the testing of 5/8” through 2” water meters or become certified within six months of date of hire.
Must possess or be able to obtain at time of hire and maintain a valid driver's license and be insurable as per the City liability insurance carrier.
Experience Education and/or experience above or any equivalent combination of education and experience.
Skills, Knowledge and Abilities: Working knowledge of data entry.
Working knowledge and ability to apply basic math skills, including the ability to perform and record math computations accurately and quickly.
Ability to accurately read and record data from various types of meter dials and specialized equipment.
Ability to test, repair, replace, recondition, and install water meters.
Ability to maintain records of repairs, stock parts, replacement meters; submit requisitions for stock supplies.
Ability to assist with water taps, main repairs, and act as back-up to installation crews.
Ability to work outdoors in inclement weather.
Ability to operate motor vehicles, pickup trucks, common hand and power tools, pumps, testing devices, gauges and similar equipment, mobile/portable radio, phone, calculator, and micro-computing device.
Ability to perform duties in a safe manner.
Ability to effectively meet and deal with the public, always being polite as a representative of the City.
Ability to communicate effectively both orally and in writing, with people on all levels and to understand and carry out verbal and written instructions.
Ability to establish and maintain effective working relationships with City officials, vendors, regulatory agencies, department heads, associates, and the public.
Appearance must be neat and professional due to considerable contact with the public.
Ability to handle stressful situations in a calm, reasonable and professional manner.
Physical: Body Positions: Standing, walking, sitting, climb, balance, stoop, kneel, crouch and crawl.

3. TASKS and DUTIES OF JOB: General Definition: Performs a variety of skilled utility work in the reading, maintenance, and adjustment of utility meters. Employee works under the regular supervision of the Utilities Chief Operator and the Utility Billing Supervisor. While performing the duties of this job, the employee regularly works outside in various weather conditions, which can be hazardous. Animal bites or attacks may be a hazard associated with the job. While performing the duties of this job, the employee is exposed to wet and /or humid conditions and is occasionally exposed to the risk of electrical shock. Employee must be able to meet the physical requirements of the position. Noise levels are low to moderately loud.
1 Maintains the required confidentiality of all work.
2 Responds to complaints regarding water leaks, pressure loss or no water. Evaluates situations, determines if the problem lies with the City or the property owner; explains findings to property owner and notifies Utility Director of determination.
3 Assures proper operating condition of water meters including installing replacements parts, testing, and reconditioning.
4 Rechecks meter readings as needed to determine abnormal consumption patterns and analyze possible causes for fluctuation or consumption.
5 Makes delinquent water cut offs and responds to public inquiries concerning same.
6 Collects, inspects, and replaces old water meters with new.
7 Maintains records of repairs, stock parts, replacement meters and submits requisitions for stock supplies.
8 Installs new meters, tests meters on site; removes defective meters and determines needed replacement.
9 Assists with water taps and main repairs.
10 Ensures proper maintenance of equipment and tools to properly maintain meters.
11 Uses proper safety precautions while testing water meters; keeps abreast of technical upgrades to computerized meters; maintains new skills in the proper and safe use of all meters.
12 Performs back-up duties to installation crews as needed.
13 Any and all other duties assigned by the Utilities Director and the Utility Billing Supervisor.
