Job Description
The City of Lynn Haven is looking for a “C,” “B,” or “A” Licensed Wastewater Operator to join our team. Higher hourly rates may be negotiated based on license level and years of experience. Work shifts are adaptable.
These technical positions are involved in all aspects of the operations and maintenance of the City’s wastewater treatment facility. The operators and our trainees work shifts at the facility and work under the general direction and supervision of the Plant Operations Administrator and/or Assistant Utility Director. The ideal Licensed Operator has a Class "C" or higher Wastewater Operator's certification as issued by the State of Florida, and has appropriate experience in the operation of a secondary biological wastewater treatment facility. A comparable amount of training and/or experience may be substituted for the minimum qualifications except for the required certificate. The operator position must have a valid driver's license and have the physical ability to perform the requirements of the job.
RESPONSIBILITIES
- Interprets operating data and observations to continually optimize the treatment process and equipment, makes adjustments to the process, as required, to effectively treat the wastewater within compliance with all rules, regulations, ordinances, and facility standard operations procedures.
- Oversees and assists with minor repairs and preventative maintenance of treatment equipment and assists maintenance staff with major repairs.
- Participates in developing and directing the implementation of standard operating procedures and a comprehensive preventative maintenance program for all equipment and processes.
- Maintains accurate and comprehensive operation and maintenance records.
- Assists in the proper inventory of chemicals and supplies are maintained for proper operations of the facility.
- Assists in collecting samples and performing routine physical and chemical analyses in support of process control and to ensure effluent meets standards.
- Completes and submits reports to department, local, state officials.
- Assists with training of lower level operators engaged in routine plant operations.
- Ensures all operational personnel follow safety guidelines.
- Performs related work as required and/or assigned.
QUALIFICATIONS
- Knowledge and understanding of operation, maintenance practices, and procedures for secondary biological wastewater treatment facilities with effluent used for reclaimed/reuse water for irrigation, or the ability to learn such operations.
- Knowledge and understanding of the functions, mechanics, and limitations of pumps, valves, compressors, and other plant equipment, or the ability to learn such operations.
- Ability to monitor the operation of the mechanical and electrical equipment in the treatment process and to detect flaws and/or defects.
- Ability to read meters and charts accurately, maintain comprehensive records of operation and maintenance tasks, and to perform required chemical and bacteriological analysis accurately.
- Ability to properly operate and maintain treatment processes in order to meet or exceed permit requirements and standard operation procedures.
- Ability to have good interpersonal skills, read and understand technical information related to the job, to communicate clearly and effectively, both orally and in writing, with the public, city leaders, and other departments.
- Ability to use basic mechanical repair tools and procedures.
- Must have good organizational skills.
- Ability to monitor, complete, and submit Discharge Monitoring Report.
- Ability to supervise operational personnel performing routine operations and maintenance tasks.
- Ability to exercise judgment, decisiveness, and creativity in situations involving evaluation of equipment, process control, and information.
- This position is an “essential position” which requires personnel to report to work (as needed) during a “state of emergency”.
- Regular, reliable full-time attendance is required.
- Ability to work weekends and holidays, to be on call and respond to calls during non-scheduled work hours as required.
- Graduation from an accredited high school or possession of an acceptable equivalency diploma.
- For the Licensed Operator position, must possess a valid Class “C” or higher Wastewater Treatment Plant Operator certificate issued by the State of Florida (FAC 62-602).
- Must possess and maintain a valid Florida driver’s license with a record acceptable to the City’s driving policy and insurance program.
- Must be able to maintain good interpersonal and communication skills to deal with the public, city leaders, and regulation agencies.
- Must be able to comprehend, speak, and read the English language.
- Must be able to use Microsoft Word, Excel, and Outlook or equivalent.
