About the Job
The County of Riverside Department of Waste Resources has an exciting and rewarding opportunity for a Waste Management Principal Engineer (WMPE) located in Moreno Valley.
The selected candidate will oversee one of the two large landfill facilities within the Department's landfill system and multiple inactive/closed sites including supervision of 35-50 professional engineering staff and equipment operators. The WMPE will be responsible for preparing permit packages for site expansions, closures, drainage system development and implementation, regulatory compliance, long term development planning, and day to day operations.
In addition to overseeing the day to day operation of a major landfill facility, the Principal Engineer will perform complex engineering design and construction of public improvement projects for active and inactive landfill sites operated by the County. The professional engineering work performed includes but is not limited to landfill construction, grading plans, excavation of borrow areas, landfill cell expansion, maintenance of sedimentation basins and access roads, and may provide training of equipment operators for landfill specific tasks.
The Department desires candidates with knowledge of the principles and practices of engineering especially as they apply to permitting, environmental compliance and remediation. Local and State Federal environmental and regulatory requirements, and economic analysis, State and Federal standards concerning Public Works Projects and the principles and techniques of project and/or program management, engineering administration, personnel management, project funding and budgeting. Candidates with knowledge of California Department of Resources Recycling and Recovery (CalRecycle), California Regional Water Quality Control Boards (CRWQCB), and South Coast Air Quality Management District (SCAQMD), Storm Water Pollution Prevention Plan (SWPPP) and those experienced in preparing environmental mitigation documents with supervisory experience are highly preferred.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize, direct, evaluate, and coordinate work of the division.
• Establish division policies and procedures; interpret applicable laws, rules, and regulations pertaining to division functions; evaluate pertinent legislative changes and other impending changes.
• Schedule major activities to assure most effective use of personnel and equipment; coordinate contract development and administration with attorneys, public agency staff, elected officials, and others.
• Prepare Board letters, resolutions, financial and technical reports, and propose ordinance and policy revisions; promote good customer relations at all levels of public contact within the division.
• Prepare or direct the preparation of detailed and comprehensive technical reports; may be required to perform technical engineering of a complex or controversial nature.
• Negotiate and prepare contracts and/or agreements for department projects; may prepare bid specifications for purchase of specialized equipment and construction contracts.
• Analyze the utilization and maintenance of a large fleet of heavy construction/landfill equipment; coordinate an effective operator safety program.
• Prepare and evaluate conceptual designs of solid waste facility projects and associated costs.
• Provide technical support for major solid and hazardous waste management plan development and implementation; coordinate technical solid waste matters with cities, State, regional, and County agencies, and with public and private solid waste operators.
• Research, negotiate, prepare, and administer contracts and franchises with public and private entities operating solid waste disposal facilities.
• Maintain and operate landfill sites and environmental systems in compliance with pertinent laws and regulations imposed by federal, State, and local agencies including, but not limited to the State Integrated Waste Management Board, California Regional Water Quality Board, and South Coast Air Quality Management District regulations.
• Implement the department's safety program as required by SB 197 and/or Cal OSHA regulations.
• Ensure compliance with purchase and inventory control programs for heavy equipment, fuel, and routine maintenance parts (air and oil filters, various lubricating oils).
• Oversee the following programs: Countywide litter control program, traffic direction, waste recycling, and waste inspection programs.
• Supervise the preparation of design and contract documents for landfill operations, closures, and expansions.
• Supervise the management of construction projects pertaining to landfill operations, environmental systems, closures, and expansions.
• Prepare and evaluate conceptual design of solid waste facility projects and associated costs.
• Research, negotiate, prepare, and administer contracts with private entities for the design and construction of various projects at solid waste facilities.
• Provide technical support for major solid waste management plan development and implementation.
• Coordinate technical matters with State, regional, and local agencies for the permitting and operation of solid waste facilities.
• Prepare and monitor budget estimates and personnel forecasts.
• Oversee the air/groundwater quality detection monitoring, evaluation, and corrective action programs.
• Prepare and evaluate conceptual designs of remediation facility projects and associated costs.
• Supervise landfill gas/groundwater treatment facility design, construction, operation, and maintenance.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree in engineering.
Experience: Five years of professional engineering experience, two years of which must have been in an administrative or supervisory capacity.
License: Possession of a valid certification of registration as Civil Engineer or Environmental Engineer issued by the State Board of Registration for Professional Engineers.
License:Possession of a valid California Driver's License.
Knowledge of: Principles and techniques of modern management, organization, and personnel management; principles and practices of technical civil engineering, especially as they apply to the design, construction, and maintenance of landfill and/or air/water remediation facilities; heavy construction equipment; pertinent State and federal standards and funding considerations; functions and relationships of the federal, State, and local governments and their impact on division activities; laws, rules, and regulations pertaining to division projects and activities.
Ability to: Plan, organize, direct, evaluate, and coordinate the work of professional, technical, and clerical staff; analyze complex, technical, and administrative problems and adopt an effective course of action; supervise the preparation of comprehensive studies and reports, including recommendations; make effective presentations to and participate in a variety of meetings and conferences with other government agencies and the public; establish and maintain cooperative relationships with others.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
