As a member of the company’s Executive Council, the Tricare Program Leader (TPL) is the senior executive leader responsible for overseeing the cost, schedule, and technical performance of all TRICARE-related programs. The TPL is the designated individual with the responsibility for and authority to accomplish program objectives for the development, production, and sustainment to meet the Defense Health Agency’s (DHA) needs. They serve as the overall contractor lead responsible for the performance of the work supporting the contract and provide management oversight of operational support.
The TPL is aligned directly to the President of Humana Military and is a key member of the Executive Council. Through this reporting structure, the TPL retains a level of autonomy and independence needed to provide oversight, leadership, and direction to operational and clinical parts of the business as it relates to their support of TRICARE program objectives.

As a member of the company’s Executive Council, the TRICARE Program Leader (TPL) is the senior executive leader accountable for the overall performance of the requirements in the TRICARE East contract. The TRICARE Program Leader is the senior executive leader responsible for overseeing and full authority to act on behalf of the company for all matters pertaining to the contract and represents the company in joint meetings with customers or with industry partners.
They manage, coordinate, plan, organize, control, integrate, and execute a collection of projects supporting the program/contract to ensure achievement of financial, schedule, technical, and new business performance objectives. They participate in the support of new business (including Change Orders and Pilot/Demonstration development and implementation) and in the development of forward-looking financial plans for the TRICARE program. They will be actively involved in customer relations, to include with the agency, Congress, and other key stakeholders.
The TPL helps other EC leaders to navigate priorities leading to a successful outcomes, particularly in instances which reveal competing priorities or resource constraints. The TPL will enable the company President to focus on setting strategy and culture beyond the single TRICARE contract and focus on putting the company in a position to successfully launch large growth initiatives and interact with parent company senior leadership in a broader way.
The TPL’s primary responsibilities are the management of cost, schedule, and technical performance of the TRICARE program, including but not limited to:
+ Program performance
+ Financial objectives
+ Contract and legal compliance
+ Business development
+ Cultivating customer relationships and personal connection to develop further opportunities within the military health community
+ Supporting new business development opportunities and providing voice of TRICARE and the military health customer through long term strategic planning, providing decision-making support on behalf of TRICARE for Humana Military’s capture planning, and participating in development of proposals and business plans within the framework of the program being managed
+ Ensuring our organization effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations through direct and matrixed relationships
+ Managing and directing cross-functional teams to oversight and ensure we meet program cost, schedule and technical performance objectives; membership may consist of operational functions like Clinical Operations, Medical Management, Market Operations, Customer Service and Claims Processing, as well as, administrative functions like Contracts, Finance, IT, HR, and embedded quality functions
+ Identification, distribution, tracking, and completion of program requirements, and measuring and reporting program performance
+ Briefing customers, executive management and other program stakeholders on behalf of TRICARE and ensuring our messaging, positioning, and branding is delivered
+ Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
+ Establishing design concepts, criteria, and development efforts for product research, development, integration and test
+ Identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program
+ Identify, select, direct and manage subcontract and supply chain element s of the program in a manner that supports program goals and company strategy
+ Effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work is done effectively and on time

Required Qualifications
+ Bachelor’s Degree
+ 15+ years of management and leadership experience at a large, health- and military-focused business or healthcare facility environment
+ 5+ years of experience in leadership role as a Defense Contractor in healthcare contracting function
+ Proven ability to direct or assign work in a matrixed environment, often without formal line authority to influence business leaders across the organization and support alignment around our TRICARE strategy
+ Extensive knowledge and hands on experience of health plan compliance and Defense contracting
+ Our Government contract requires
+ US citizenship
+ The NBIS process to obtain Government Security Clearance to work on government systems. This requires the completion of an extensive document on-line, finger printing, background check, credit check, and completion of an employment application and drug test
Preferred Qualifications
+ Master’s degree in business or related function preferred
+ 5+ years in a leadership role as Managed Care Support Contractor under the TRICARE program or as a healthcare Administrator for the VA CCN program
+ Relationships with key influencers in the military health space and with Military and Veterans Service Organizations (MSO/VSOs)
