Our client, a not-for-profit teaching hospital serving an ethnically diverse community in New York City, is hiring a Vice President, Outpatient & Inpatient Behavioral Health. The Department of Psychiatry is proud to offer an academic setting with a longstanding ACGME Residency Program. The Vice President of Outpatient & Inpatient Behavioral Health will assume a critical leadership position within the organization, reporting directly to the COO. In this pivotal role, they will collaborate closely with senior executives, including the COO, CNO, and CFO, to devise and implement strategies that align with both short- and long-term plans, ensuring coherence with broader organizational priorities. A successful candidate will possess strong leadership qualities and exceptional interpersonal skills, capable of setting a compelling example. The ideal candidate will demonstrate adaptability in navigating a dynamic environment and will be responsible for all clinical, quality, administrative, compliance, regulatory, operational, and performance improvement activities. They will develop, implement, and evaluate programs and objectives for Behavioral Health, ensuring the optimal delivery of care and services in an environment that promotes the organizational model, professional development, and financial viability.

Responsibilities:
- Oversee program planning and evaluation activities within the Department.
- Develop annual evaluative criteria in conjunction with the BH Quality Department and track performance of services.
- Develop and implement administrative and business policies and procedures for OP BH Services, ensuring compliance with established requirements.
- Oversee and direct all administrative and operational risk management activities.
- Oversee systems for data collection and reporting Department activity to ensure compliance with internal and external reporting requirements.
- Ensure compliance with TJC, CMS, NUS DOHMH/OMH/OASAS, DEA, and other regulatory agencies in collaboration with the Chairman of BH and other Division leaders.
- Develop and foster effective collaboration between different levels of care and programs within the Department and other areas of the Hospital to ensure an integrated approach to providing services and fulfilling the clinical research and educational goals and objectives of the Department and the institution.
- Serve as the lead representative and liaison for the Department for all matters related to regulations, new initiatives, and other areas as needed, both within the hospital and with external agencies.
- Implement strategies to ensure the financial sustainability of the service, including the development of processes and systems for the Department to be prepared for a managed care/capitated/risk-based reimbursement system.
- Oversee clinical revenue collections, ensuring safe and accurate oversight and monitoring of all revenue sources.
- Maintain an effective and accurate operating budget, ensuring accurate cost accounting principles are used; monitor expenses to ensure they are in line with the budget or communicate variances to Administration.
- Interact with Finance and external agencies to properly oversee the financial stewardship of all government special contracted programs.
- Ensure accurate and timely submission of all budgets within the hospital and to appropriate government agencies.
- Communicate key information to the stakeholders of other hospital departments with respect to managed care, marketplace needs, the competitive environment, cost management, and customer-focused programs and services specific to
- Participate with the Hospital Behavioral Health Leadership team in developing goals and objectives consistent with the mission, vision, and philosophy of the facility; guide this process for direct reports.
- Partner with Human Resources on all hiring and employee and labor relations issues as needed.
- Effectively lead and supervise all direct reports, ensuring proper supervision and evaluation of work performance.
- Direct all program staff through the leadership of direct reports, ensuring proper supervision and evaluation of work performance.
- Oversees program planning and evaluation activities within the Department.
- Develops annual evaluative criteria in conjunction with the Behavioral Health Quality Department and tracks the performance of services.
- Develops and implements administrative and business policies and procedures for Outpatient Behavioral Health Services, ensuring compliance with established requirements.
- Participates with the Hospital Behavioral Health Leadership team in developing goals and objectives consistent with the mission, vision, and philosophy of the facility, and guides this process for direct reports.

- Serves as the lead representative and liaison for the Department for all matters related to regulations, new initiatives, and other areas as needed, both within the hospital and with external agencies.
- Provides leadership to ensure clinical care is delivered with the highest quality and patient safety standards.
- Establishes and monitors clinical guidelines, implements quality improvement programs, and addresses issues related to patient outcomes and safety.
- Develops Quality Department goals in collaboration with BH leadership and the quality manager, including baseline, threshold, and stretch targets for each established goal.
- Drives continuous quality improvement initiatives, identifies opportunities for enhancement, and oversees process improvements.
- Implements Quality Assurance and Quality Improvement programs, including performance reviews for medical staff and peer review systems.
- Reports all quality efforts, identified issues, and tasks to relevant committees and executives.
Requirements:
- 10-15 years of experience in a behavioral care setting
- Knowledgeable in all regulatory requirements (agencies)
- 5-7 years of progressive leadership / administrative experience
- Masters degree required; doctorate preferred
- Licensed RN preferred
