Job DescriptionGeneral Summary
Under the direction of the UMMC SVP/CFO, assists in the development of key operating and financial strategies; plans, organizes and directs the financial operations of UMMC (Downtown and Midtown Campuses), including the development, interpretation, coordination and administration of the Medical System's policies and procedures. These include finance, accounting, budgeting, business systems, internal controls and auditing in accordance with the Mission, Vision and Values of UMMS. Develops and directs a management team which is committed to the organization's service quality mission.
Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
Financial Responsibilities:
- Assists the Senior Vice President of Finance/CFO in developing short-term operating and capital budgets as well as long term strategic operating and capital plans.
- Recommends budget planning guidelines and coordinates preparation of current year operating and capital budgets, as well as five-year planning budgets, with the Senior Vice President of Finance/CFO, UMMS Finance Shared Services, and both campus’s Leadership Groups.
- Develops and implements policies and procedures for efficient and effective financial operations.
- Oversees operating and capital expenditures annually. Ensures fiscal responsibility through controls and accountability and provides feedback to senior management and department heads.
- Supervises and coordinates, either through direct staff oversight or coordination with UMMS Shared Services, the Medical System's financial resources and the functions of rates and reimbursement and general accounting in accordance with departmental procedures.
- Reviews and ensures the timely and accurate preparation of accounting and financial reports outlining Medical Center’s financial position in all areas of assets, liabilities, income, and expense based on past, present, and planned future operations.
- Evaluates business transactions of all corporations to include records, purchases, sales and capital assets to ensure that funds are handled judiciously in accordance with sound financial management principles, approved budgets and corporate policy.
- Implements rates to be charged at UMMC & Midtown consistent with the HSCRC rate order and ensures charge capture controls are in place to support accurate patient billing.
- Directs the Access Department (inpatient and outpatient registration) at Midtown to ensure patient experience targets, demographic data collection and provision of services.
- Keeps abreast of current national and local economic conditions and serves as advisor to Executive Management on potential impact.
- Demonstrates support and compliance with UMMC’s mission, vision, values, philosophy, goals, objectives and policies.
- Under the direction of the UMMC SVP/CFO, serves as the lead finance representative for the UMMC Midtown Campus.
- Serves as a member of the leadership team of the UMMC MTC.
- Works directly with the UMMC MTC Chief Administrative Officer to evaluate operations and financial performance and provide analysis and recommendations for financial performance improvement.
- Supports MTC strategy development and provides analytics for new strategies and initiatives, in coordination with the UMMC Vice President of Decision Support.
General Responsibilities:
- Directs and manages the performance of the various departmental staff through subordinate managers, including hiring, firing, disciplining, training and development and performance review in accordance with UMMS Human Resources policies and procedures. Ensures that standards of productivity are established and followed. Performs manpower planning in collaboration with the Senior Vice President of Finance/CFO.
- Assures appropriate administration of the financial systems and business practices to departments and ensures Human Resources policies and procedures are followed by subordinate management staff. Communicates and interprets relevant Medical System policies and procedures to staff as needed.
- Participates in establishing and implementing departmental performance standards in support of customer needs. Measures performance against standards and assures appropriate action is taken when standards are not being met. Investigates irregularities and policy violations, taking corrective action as required.
- Approves departmental hiring, training, evaluation, discipline and discharge decisions.
- Provides guidance and counsel to subordinate management regarding employee relation’s matters. Promotes positive employee relations and resolves department problems. Promotes intra and interdepartmental cooperation.
- Ensures in-service and continuing education for department staff. Promotes and encourages professional growth and development of Human Resources through attendance at in-services, workshops and seminars.
- Participates in the development of departmental objectives and organization structure. Reviews subordinate management’s departmental work related to allocating and scheduling priorities and recommends positions and staffing required.
- Demonstrates leadership in supporting service quality management, organizing and allocating resources to achieve the service quality mission, and reinforcing service quality as a key organizational priority.
- Communicates frequently with medical staff, particularly the clinical chiefs and division heads, to inform them of financial status of UMMC & Midtown.
- Provides input, general guidance and direction into the financial management of the Medical System's affiliates.
- Maintains professional growth and development to keep abreast of changes in the field. Maintains professional affiliations and attends outside conferences, seminars, and confers with other finance and supply chain management personnel throughout system.
- Participates in professional activities and maintains professional affiliations to keep abreast of current trends/changes and legislation in the field.
- Participates as an executive presenter at various in-house and external management training programs.
- Attends necessary Board of Directors meetings.
- Performs related duties as required.
- Master's degree from an accredited college or university in Business, Accounting, Finance, Health Care Administration, or a related field, is required.
- Minimum of ten years progressively responsible experience in financial planning, modeling budget management, general accounting and financial control systems, or equivalent, is required. Five years experience in health care finance is required.
- Five years of senior management experience is required.
