Maximus is currently seeking a Vice President, Contracts & Subcontracts. This position requires thorough knowledge of the rules and regulations of government contracting and understanding of the requirements of government sales. The position will be responsible for managing a team responsible for Major Accounts, Subcontracting, and all reporting and compliance. The Vice President, Subcontracts & Contracts will work with Subcontracts and Contracts Department Managers, Directors and Vice Presidents, Business Development and client facing company Vice Presidents, Directors, and Program Managers on contractual activities both pre- and post-award. The position will also be responsible for all reporting and compliance for Contracts and Subcontracts. This position is remote with some expectation to work on-site 1-2 days per month in Tysons Corner, VA Headquarters.
Essential Duties
-Review solicitations and prepare specialized and/or non-routine response for proposals.
-Work directly with Business Development assisting with the overall procurement approach. •
-Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure, ultimately reducing risk to the company.
-Provide authoritative guidance to internal business teams on corporate goals and objectives relating to contract and subcontract activity.
-Interact and communicate as appropriate with finance/accounting and business team disciplines for kickoff meetings, resolution of contract and subcontract issues, and disputes.
-Develop negotiation strategy and assist with negotiations on contract and subcontract issues.
- Coordinate with Subcontracts/Contracts Managers and industry counterparts to obtain administrative documentation required to ensure subcontract files and regulatory compliance with approved purchasing systems (CPSR).
- Manage subcontract change control process.
- Maintain subcontract data base and associated files.
- Execute entire subcontracting life cycle, from participation in proposal preparation through award and execution to close-out and archiving.
- Lead compliance tracking in all areas of performance required by the contracts and subcontract agreements.
-Provide client, project, operations and corporate compliance reporting and analytics.
-Monitor and report on Service Level Agreements (SLAs).
-Meet with customers and third-party auditors as required and ad-hoc.
-Oversight of external auditors and vendor quality assurance audits.

-Bachelor's degree (or equivalent work experience) and 15+ years of related experience.
-Must have experience developing solutions to a variety of complex problems and work requires considerable judgment and initiative.
-Must be able to exert major influence on the overall objectives and long-range goals of the organization.
-Experience working in an approved Contractor Purchasing System Review (CPSR) and maintaining compliant record keeping.
-Experience working with contracts subject to Service Contract Act (SCA) and the applicable wage determinations.

-Advanced degree, certification, or professional designation preferred.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
