Job Summary:
The Vessel Manager will oversee the vessels at the port to ensure they are prepared for all voyages. The Vessel Manager's responsibilities include making sure that Hydra is compliant with all maritime safety protocols, ensuring all crews are sufficient in size and qualifications, maintaining that the proper equipment is on board and that the captain is doing their job appropriately. In addition, the vessel manager's position is to oversee the smooth operation of Hydra's port and to ensure that the vessels comply with all safety and functionality requirements.
Hydra Employee Responsibilities (must be completed prior to being assigned any Hydra projects):
As the Vessel Manager, it is essential that you understand and implement the Strategic Plan of Hydra for 2023-2028. You must have a clear understanding of how the set strategic goals and objectives can be achieved to promote Hydra's Vision. It is vital to comprehend how your position fits into Hydra's organization. As a Senior Leadership Team (SLT) member, you must have read and understood "The Leadership Challenge" by Kouzes & Posner. Within 90 days of employment, you need to understand and promote Hydra's ISO 9001:2015 Quality Management System and how it works. You should also assist in implementing other "Key Systems and Processes" within Hydra to operate on a high level. You should participate in all SLT Meetings and brainstorming sessions to help with the growth and perfection of Hydra's Strategic Plan.
Vessel Manager Responsibilities:
Must be able to maintain office hours from 8:00 am to 5:00 pm in Port Arthur, TX

Vessel Manager Responsibilities:
- Travel (as required) to the vessel to perform maintenance and repairs to various engines aboard vessels.
- Troubleshoot and replace pumps, compressors, and other mechanical systems.
- Assist the Port Engineer on repairs to vessels on dry dock.
- Visit vessels in operation for repair and preventive maintenance planning at anchor, berth or offshore.
- Work on-call rotation, ensuring coverage after hours and on weekends and holidays.
- Perform other duties and activities as directed by VP of Marine Operations and the Special Projects Manager.
- Repair marine equipment on site under adverse weather conditions at all hours.
- Maintain the confidentiality of all sensitive communications.
- Required to work aboard company vessels to assist in repair and maintenance of vessel equipment.
- Vessel maintenance programs.
- Assist the Port Engineer and Port Captain in reporting vessel performance and status to senior management as needed.
- Serve as the primary liaison between vessel management and onshore personnel.
- Work with subcontractors and negotiate where instructed on Port Engineers advice. Ensure proper fleet and equipment maintenance.
- Assure vessels are compliant with Hydra's policies and all governmental regulatory agencies. Monitor river conditions and make available information necessary to support navigational decisions.
- Understand purchasing procedures and assist or place orders as instructed.
- Respond to vessel emergencies in effort to minimize vessel down time while providing onsite supervision and direction.
- Support the supervision of proper product and service deliveries from all vendors and subcontractors.
- Conduct on board vessel inspections to ensure safe and efficient vessel operations are maintained, (as needed).
- Administer all of Hydra company policies and discipline employees up to and including discharge after consulting with the HR Manager.
- Represent and articulate Hydra position in response to the U.S. Coast Guard or any regulatory agency initiatives and or proposals impacting navigation or vessel operations.
- Ensure good public relations are maintained with local, state, and federal agencies.
- Develop and implement policies and procedures to enhance safety and efficiency in every operation.
- Interface with other Hydra personnel, including sales and logistics, repair, finance, purchasing, crew, human resources, and the claims department.
- Conduct performance evaluations at the direction of the HR Manager.
- Comply with the Safety Management System in support of continual improvement and management objectives.
- Maintain budget for work scope.
- Experience with classification societies and a general familiarity with the vessel surveys and inspections.
- Knowledge of DP systems and the general DP configuration and equipment/tests associated with DP class 2 vessels.
- Proficient with regards to CFR rules and USCG inspections for US flag vessels and associated surveys.
- Training or qualifications in marine / shoreside mechanical and electrical scopes.
- Ability and certifications to go offshore with vessel for testing, if needed.
- Familiarity with vessel PMS (Planned maintenance system).
- Experience working with and directing marine systems vendors and other third parties that may be directed to work on the vessels.
- A working knowledge of various IMO Maritime codes e.g. SOLAS, MARPOL, STCW, ILO Conventions, IMO resolution AB91(21) etc.
- High School Diploma or equivalent.
- Excellent verbal and written communication skills in English.
- Candidate should have excellent organizational skills and a proven ability to prioritize work and effectively manage their time.
- Candidate should have strong leadership and commitment skills to ensure a healthy and safe workplace in efforts to prevent a negative impact on the environment.
- Candidate should display excellent interpersonal skills, including the ability to communicate effectively with Offshore Crews and Onshore Management, alike.

- Must actively participate in a USCG DOT Drug and Alcohol program having no failed or refused test.
- Must possess and maintain the physical ability to safely perform the duties of the Vessel Manager position, this includes the ability to move about all areas of vessel, climbing in and out of tanks and holes and squeezing into tight spaces to perform inspections and climbing/working aloft.
- Should be capable of working in extreme environments for extended periods of time.
- Should be capable of moving up and down steep steps multiple times a day in a safe manner.
