We are seeking a dedicated and experiencedConstruction Managerto support the Veteran's Affairs department at Tahoma National Cemetery inKent,Washington. The ideal candidate will oversee construction projects, ensuring they are completed on time, within budget, and to the highest standards of quality. Candidates should demonstrate strong program management skills, practical business sense, and effective strategies to reduce personnel turnover. This role requires excellent leadership, communication, and organizational skills.
As aConstruction Manager, you should have experience managing large teams of 20 or more, fostering a positive attitude centered on teamwork, and consistently delivering projects under budget and on time. Additional attributes include experience with cemetery or memorial projects, certification in Project Management (PMP) or Construction Management (CCM), and a proven track record of compliance with federal, state, and local regulations. Your ability to navigate complex project requirements and maintain high standards of quality is essential. Strong problem-solving skills and a proactive approach to risk management are also highly valued.
Responsibilities may include:
+ Conduct daily inspections of site and building construction work, documenting discrepancies, code violations, and substandard workmanship. Monitor schedules to identify and mitigate project slippage and coordinate project phasing
+ Review contractor's submittals and RFIs, maintaining accurate job files, including as-built drawings and specifications. Identify progress delays and recommend corrective measures to the Senior Resident Engineer (SRE) to maintain the progress schedule
+ Assist in documenting and administering construction contract changes, including drafting proposal requests, preparing cost estimates, reviewing cost proposals, assisting in negotiations, and preparing change order packages for the Contracting Officer and SRE
+ Review contractor's cost breakdown and submittals on proposed equipment and materials, making recommendations for approval or disapproval. Analyze samples of equipment and materials for construction and provide feedback to the SRE
+ Attend weekly project meetings to monitor project status, discuss problems, and resolve issues. Coordinate inspections with utility companies and special testing and commissioning work as required
+ Perform weekly safety inspections and prepare safety inspection reports. Document daily conditions, including environmental factors impacting construction safety and EPA compliance, and report findings to the SRE
+ Maintain thorough records of all construction-related matters to assist the VA in conflict resolution. Compile deficiency logs, follow up on corrections, and maintain marked-up sets of project plans and specifications for future as-built drawings
+ Review testing/inspection reports submitted by the contractor and provide approval/disapproval recommendations to the SRE. Ensure installed work is consistent with approved submittals and make recommendations for final approval
+ Submit daily reports indicating work completed, work in progress with estimated completion dates, work scheduled, and outstanding work. Prepare daily manpower and work activity reports, maintaining lists of observed defects and omissions
+ Take digital photos of construction progress throughout the project. Assist the SRE/RE with final inspection activities and contract close-out tasks
+ Must be available to work as project needs dictate
Qualifications
Experience & Qualifications:
+ Must be a U.S. Citizen
+ Bachelor's degree in engineering or construction management
+ 5 Years' minimum experience in a construction management role
+ Program Management Professional (PMP) highly preferred
+ Strong background in quality control, problem resolution, communication, decision-making, and personnel supervision
+ Understanding of federal, state, and local laws and regulations
+ OSHA 10, OSHA 30 Preferred
+ Experience managing teams of 20 or more
+ Driver's License and clean driving record
