About the Job
Performs highly responsible professional, managerial, and technical work planning and coordinating major construction programs and activities for assigned Division within the County. An employee assigned to this classification is responsible for planning, directing, and coordinating activities to ensure projects are accomplished within prescribed time frame and funding parameters. Duties include participation at various levels in design, estimation, and supervision of County construction projects.
ESSENTIAL JOB FUNCTIONS
- Identifies and develops department projects by evaluating needs, directing appropriate corrective design procedures, and providing estimates of costs for improvement.
- Serves as a liaison between designated County Divisions, Departments, and the public.
- Participates in the selection of professional consultants and administers engineering services contracts.
- Reviews construction progress of private contractors and County personnel engaged in County projects.
- Assists in the development of long-range capital improvement program, annual budget, and work programs.
- Oversees and supervises projects in construction stage.
- Oversees, administers, and prepares Southwest Florida Water Management District (SWFWMD) grants and quarterly progress reports and reimbursement requests.
- Prepares and coordinates permit applications with various State and federal agencies.
- Participates in public information programs and meetings related to county projects and programs.
- Reviews technical documents, plans, specifications prepared by other engineering staff to ensure quality and performance levels are consistent with the Utilities’ requirements; provides technical direction, guidance, and assistance to other engineering staff.
- Oversees the preparation of bid packages for the construction of infrastructure improvements, administers construction contracts, and provides technical assistance, guidance, and direction regarding engineering inspections.
- Provides professional engineering services, including signing, sealing, and certification of projects.
- Selects, promotes, trains, ensures the safety, appraises, and disciplines assigned personnel.
- Performs basic administrative duties including written reports, memorandums, letters, presentations, and electronic correspondence, interaction with others, and communication through telephone and meetings.
- Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
