The Position
The City of Hayward is excited to announce its recruitment for the position of Utilities Engineering Manager (Water and Wastewater). Under direction of the Director of Public Works & Utilities or Assistant Director of Public Works-Utilites, the Utilities Engineering Manager will plan and direct the work of the Utilities Engineering section. Engineering projects include water storage and distribution facilities, sewer collection pipelines and pump stations, and a wide range of Water Resource Recovery Facility (Wastewater Treatment Plant) projects, including the upcoming $500 million upgrade to rehabilitate the Facility to incorporate nutrients reduction. This position is a key member of the senior level management team responsible for delivering high quality water and wastewater service to the Hayward community.You are:
The ideal candidate will be a senior level professional engineer or engineering manager with experience, interest and skills in designing and implementing highly complex wastewater treatment, sewer collections, recycled water, and water distribution projects, in a collaborative, supportive and team-focused setting. The City’s $500 million upgrades to its Water Resource Recovery Facility offers a unique opportunity to manage the implementation of state-of-the-art advanced treatment technologies, working in a team environment, through design, construction, and startup and commissioning of the new facilities. The ideal candidate will also be able to mentor and coach other staff in the Utilities Engineering section.
DEFINITION
Under general direction of the Director of Public Works, or Assistant Director of Public Works-Utilities, plans, organizes, directs and coordinates the work of the Utilities Engineering section. The position provides oversight of assigned engineering projects and programs, including planning and design, and/or design administration of new utilities facilities, or renewal and replacement of existing facilities. Manages the preparation of comprehensive and long-range water, wastewater, and recycled water plans. Serves as a representative to assigned outside groups and organizations; acts as liaison on various intergovernmental coordination projects, committees, subcommittees, authorities, and City staff; and provides management assistance to the Department Director.
DISTINGUISHING CHARACTERISTICS
This is a senior management level classification responsible for all activities of the Utilities Engineering division. The incumbent is responsible for the implementation and oversight of the Department's water, wastewater, recycled water, storm water, and ground water Capital Improvement Program. These will include planning, design and construction of related facilities. This position is also responsible for assisting the Director in the overall planning, administration and management of the Utilities Engineering section. This class is distinguished from the Director of Public Works, and the Assistant Director of Public Works-Utilites, in that the latter two positions are responsible for overseeing the entire Department and Utilities Division respectively.
