Job Description Summary

Responsible for the leadership, delegation, direction, management, administration, operation, and organization of the Department of Anesthesia and Perioperative Medicine’s Residency Program, Fellowship Programs and Medical Student Program with direct reporting to the Executive Administrator, Department Chair and Residency/Fellowship Program Directors.

The Anesthesia Education Program Manager is a significant member of the leadership team in the Dept of Anesthesia and leads the Education Division. Along with the Program Directors, Department Chair, and the Associate Program Director as such the Education Program Manager is critical to the success of the Anesthesia Residency and Fellowship Programs.

The Anesthesia Education Program Manager possesses skills in leadership, direction, and personnel management, work independently with negligible supervision and is expected to develop an exceptional knowledge and understanding of the ACGME (Accreditation Council for Graduate Medical Education which is the body responsible for accrediting all graduate medical training programs for physicians in the United States) and program requirements, policies, and procedures. The Anesthesia Education Division Program Manager must maintain involvement in national organizations related to Anesthesia education, must be able to recommend program changes, and must be able to participate in program management decision-making processes.

Job Description

Job Duties:

30% - Leads, directs, manages, and administrates all facets of an expanding Anesthesia residency program (72 residents annually}, fellowships (5 programs and up to 16 positions annually), and medical student programs (6 courses with up to 16 positions monthly).

Develops and implements relevant departmental policies and guidelines. Interprets and enforces the policies/guidelines of the relevant governing accreditation bodies directing the workflow of the residents, fellows, Education Division staff, and overall program to ensure compliance.

Analyzes data, creates strategic planning for process improvement and independently delegates existing and new improvements, programs, and processes in the Education Division.

Assesses each educational program and independently delegates processes, policy, procedure, or rule changes.  Exercises top-level confidentiality regarding resident, fellow performance improvement concerns, remediations, personal matters.  Oversee and assist with enforcement of program and resident/fellow compliance according to the policies and regulations set by the accreditation council, program, department, and institution. Manage the preparation and submission of reports to governing bodies and professional organizations. Manage the preparation and submission of all post graduate training verifications. Verify accuracy of statistics used for reporting to FREIDA, AMA and the National Resident Matching Program (NRMP). Ensure residents/fellows are compliant with current documentation for licensing and institutional requirements. Ensure that licensing and credentialing processes for foreign medical applicants (if applicable) are adhered. Assist Program Director in the faculty development process. Ensure that faculty credentials and faculty scholarly activity are current. Advises the Program Director and Department Chair in program management decision-making processes.

20% - Leads, directs, and manages the Residency application process including review of approximately 1600 applications for 18 spots annually, selecting interviewees, coordinating participation of residents and faculty, interviewing, evaluation, and selection. Advises in applicant competency for physician management review to ensure compliance with National Residency Matching Program and SF Match Program. Manage the applicant screening and selection of resident/fellow applicants to interview. Oversee the organization of the interview day, including materials, schedule, meals, events, etc. Participate in interviewing residency/fellowship applicants. Manage the preparation and submission of the rank list to the NRMP. Develop all materials used by faculty during interview of candidates. Oversee ERAS installation and applications for the department. Prepare applicant ranking materials. Develop and oversee the updating of recruitment information (websites, brochures, application software services). Act as liaison between program and prospective candidates. Oversee applicant feedback to improve the recruitment process. Develop and represent programs' image and exposure. Implement residency/fellowship program recruitment plan, time-line and guidelines for the department. Plans, leads, directs, and delegates the recruitment process for the Anesthesia Fellowship programs in coordination with the Program Directors. Manage the Program Coordinator that is responsible for coordination of Anesthesia fellowships.  Directs and leads the incoming residency onboarding program that orients residents to the Department's educational programs, their responsibilities to these programs, and how to document their productivity within the ACGME constraints, including familiarizing residents to their roles and responsibilities, training residents on departmental programs such as: Brightspace, MedHub, Intranet, Spinfusion, on call outlook calendar, distribution of assignments and assignment of educational materials, rounding schedules, etc. Plans, delegates, directs, acquires MUSC legal approval for, and attends: resident and fellow graduation (300 people), yearly perioperative workshop for faculty and residents (100 people), annual departmental meet-and-greet event (200 people)

15% - Directs, manages, supervises and trains Program Coordinator positions with diverse essential program support responsibilities ensuring their job duties are performed and appropriately delegated in order to effectively direct and manage the assigned administrative components of the program. Manages the Residency and Fellowship Program Coordinators that are responsible for all coordination of all GME and CME Anesthesia educational didactics, coordination, scheduling, and financial procurement/ and moonlighting processing. Manages the Program Coordinator that is responsible for all Anesthesia UME/medical student coordination, scheduling, and didactics. Approves and maintains works schedules. Performs yearly evaluations, approves leave requests, and maintains works schedules.  Ensures Education Division is staffed by one employee to cover the departmental trainees on any day that the department is open (i.e. alternating vacation or holidays).  Performs corrective actions as required. Ensures staff are cross trained.  Provides direction, guidance, encourages, and assists direct reports to set goals, accomplish tasks and to further their knowledge base. Ensures direct reports are consistently aware of MUSC’s, COM’s mission and objectives, ACGME’s principles and objectives and the important role each staff member plays in supporting of the program and the institution.

10% - Directs, manages, and trains Education faculty, residents, fellows, and Education Division staff on all resident, fellow, and medical student information management software systems related to academic education and graduate medical education compliance according to MUSC, ACGME, ABA (American Board of Anesthesiology) and LCME (Liaison Committee on Medical Education which is an accrediting body for educational programs at schools of allopathic medicine in the United States and Canada) standards.  Oversees all educational and curriculum content on institutional and independent learning sites, such as MedHub, Brightspace, Thalamus, and numerous other systems.  Oversees all Anesthesia education data management systems, specifically (but not limited to) the Electronic Residency Management System (ERAS} and its component program, MedHub to track data management requirements and evaluation of interns, residents, and fellows and each program to ensure compliance with ACGME policy.  Independently maps ACGME core competencies and sub competencies to evaluation questions in MedHub to ensure required ACGME milestones are being met which is vital for maintaining accreditation.

10% - Assume leadership role, under the direction of the Director/Administrator of GME and Program Director, in accreditation and re-accreditation activities. The Anesthesia Education Program Manager is a member of the Clinical Competency Committee and Program Evaluation Committee. Maintain all evaluations and annual residency/fellowship review.  Directs, manages, administers and is accountable for all quarterly Resident and Fellow Clinical Competency Progress Report Meetings which have a direct impact on the program’s successful continued accreditation.  Administers and is accountable for the online ACGME residency and fellowship accreditation process to ensure accurate data management of the Accreditation Data System (ADS), GME Clinical Learning Environment Review (CLER) and the ABA’s RTID (Record of Training Information Database) for compliance with mandatory regulations for program performance on an ongoing and annual audit which have a direct impact on the program’s continued accreditation. Ensure compliance and maintain an updated fund of knowledge of current ACGME accreditation requirements for the program and institution. Ensure all accreditation documentation is accurate and up to date to meet the ACGME Milestone requirements for the program. Manage annual accreditation reviews and site visit preparations. Must consistently ensure that each program is in compliance and prepare all requested documentation for ACGME accreditation site visits and meet with ACGME officials during such site visits to answer any questions about program administration of each of the fellowship programs and the core residency program.

10% - Develops, oversees, manages, and maintains the annual Education Division budget (for the Residency program and each Fellowship program, $1-2 million) and continually monitors expenditures to ensure program functions within budget constraints. Advises Program Director and Department Chair on Education Program budget planning during the annual budget review. Manages the Program Coordinators who are both responsible for processing and entering in education budget expenditures. Manages and implements all contracts pertaining to the Education programs. Manages the Program Coordinators who are responsible for managing the departmental Education list servs, residency and fellowship brochures, internet pages by creating and maintaining content and informing all staff, residents, and faculty of changes when applicable.

5% - Communication liaison for Graduate Medical Education office and College of Medicine Dean's office acting as clearinghouse and information source for all residency and fellow issues by proactively advising Program Directors on all managerial and administrative aspects of the program making decisions as appropriate with university administration and the public. Maintain and demonstrate respect for the Program and the institution. Provide administrative and HR management of administrative assistant personnel backup if needed for the Dept of Anesthesia administrative leadership team including the Executive Administrator and Administrative Manager. Other related duties as assigned.
