Job Description Summary
This is a leadership position within Finance and Operations responsible for providing administrative leadership to the Office of Parking Management. The Administrative Manager reports to the Director of Parking Management and works in coordination with the Assistant Director to ensure seamless communication and collaboration. The incumbent would directly supervise the parking finance, customer service, and waiting list management teams. The department has a budget of approximately $13,000,000. Position directly supervises a two administrative coordinators and one financial professional.Entity

Job Description
Job Duties:
20% - Monitors Parking Operations and develops use solutions to improve fiscal performance. Manages departmental cash flows; analyzes budget variance; develops reports and data analysis as required to ensure the effective utilization and control of staff, contracts, supplies and equipment. Conducts confidential investigations and special assignments related to financial fraud.
20% - Ensures the annual operating budget is prepared and meets university requirements and deadlines; prepares the capital budget. Manages capital expenditures including debt service and garage leases (internal & external); develops capital expenditure projects and monitors expenditures. Coordinates fiscal programs to include general purchasing, accounts receivable, accounts payable, and general accounting. Monitor and analyze internal service charges; serve as the liaison for the department's PCARD program; review and process internal and external payments for Goods & Services.
20% - Provides oversight for the recruitment process and all other administrative support functions for the department. Coordinates personnel activities for the department; serves as resource person on personnel policies and procedures. Provides leadership and supervision to the Parking Business Office suite: Business Operations Manager, Waitlist Coordinator Program Manager, and Front Office Manager to ensure complex administrative activities, business management, responsibilities, communication, information, reports, and personnel issues are factual; handled properly per MUSC’s policies and consistently within the unit.
20% - Ensures the efficient operations of Fiscal & Personnel Management systems; Advises the Director of Parking on issues of federal, state, and regulatory compliance. Communicates with internal and external stakeholders regarding the fiscal management of university parking operations.
15% - Perform analysis of administrative data and make recommendations for improvements in effectiveness, efficiency and customer service. Train and develop other administrative staff to assist you will aspects of your role so as to prevent a single point of failure. Hold them accountable when they fall short of your expectations. Prepares business case solutions.
5% - Perform other duties as assigned.
MUSC Minimum Training and Experience Requirements:
A bachelor's degree and four years relevant experience in administrative services, public administration or business management.
