Job Summary
Develops, directs, manages, and coordinates Turnaround activities and supervises employees in Turnaround and Capital Construction. Identifies and recommends opportunities for Turnaround improvements in safety, constructability, environmental and efficiency while ensuring compliance with contractual requirements. Works with refinery departments in the development of execution plans, schedules, estimates, appropriate engineering work packages and project quality assurance requirements. Monitors safety programs and program compliance to ensure a safe workplace. Participates in determining contracting plans, required resources, preparing bid packages, contractor selection and safety evaluations. Develops field staffing plans. Responsible for training and supervision of planners and field supervision. In summary, responsible for the overall safety, quality, cost, schedule and scope management for all turnaround and capital construction projects.
Minimum Qualifications
- BS Engineering/Construction Management with minimum (10+) years construction and/or maintenance management or
- High School with minimum (15+) years construction and/or maintenance management
- Preferred experience as client/owner construction management.
- Proficient in Microsoft Office
- Proficient in the use and understanding of a computerized maintenance management system. (CMMS)
- Working knowledge of SAP and Maintenance Planning software.
- Valid Driver's License
- Ability to obtain a Transportation Worker's Identification Credential (TWIC)
Job Duties
- Construction Safety including contractor evaluation of systems & personnel, project specific safety procedures, monitor safety programs & compliance, active participation in audits, inspections and promoting safety improvement ideas. Set safety expectations and habits.
- Work with Project Teams to develop project execution plans, schedules, AFE estimates and contractor detailed estimates.
- Plan and direct construction activities. Assign construction teams to projects. Oversee project workflows, policies, and best practices, ensuring adherence to procedures, plans and specifications for home office and field. Provide advice/approval on construction methods, field changes and conflict resolution.
- Facilitate interaction with other groups including engineering contractors, CITGO operations & maintenances and other project Teams. Work with other departments to ensure proper integration of capital scopes of work into other refinery activities, including routine maintenance and T/As.
- Responsible for the development and training of the construction managers, supervision, and other construction personnel under his supervision.
- Works with Project Management Team to develop construction contractor bidding strategies, as well as, the development of contractor bid packages, bid evaluation, selection, qualification and contract negotiations.
