General Position Summary
Under the direction of the Engineering Manager, the Transportation Engineer oversees and acts as the technical expert for the City's transportation policies and programs; coordinates the transportation-related portion of the development and updating of the City's Comprehensive Plan, supports the development of the Capital Facilities and Capital Improvement Plan (CFP and CIP), Develops the six-year Transportation Improvement Plan, manages transportation CIP projects, manages transportation programs such as concurrency and Commute Trip Reduction, creates external funding opportunities, coordinates with partner agencies for King County for management of Burien's traffic signals, and other duties.
Performs engineering work in the operation, planning, design, project, and construction management, and reviewing/permitting of transportation systems and engineering projects, plans, specifications, and studies. Provides technical expertise and assistance to project managers, engineering staff, inspectors, and others, as well as, in the delivery of transportation projects from concept to completion; provides guidance and recommendations in solving problems, analyzing designs, and evaluating alternatives. Performs modeling and analysis on a variety of transportation and traffic services including channelization, right of way, traffic control, street lighting, sign placement, intelligent transportation systems and safety and/or neighborhood traffic safety/traffic calming programs.
Essential Functions
- Coordinates with King County for management of Burien's traffic signals and street lighting. Reviews signal timing plans and signal controller data on a regular basis.
- Directs and conducts traffic engineering and studies and makes recommendations concerning traffic design, construction and other conditions affecting the safety and convenience of the general public using the public rights-of-way within the City.
- Investigates and responds to citizen complaints related to transportation and traffic activities; recommends modifications to projects or assets as necessary.
- Manages the City's Commute Trip Reduction (CTR) and Neighborhood Traffic Calming Programs.
- Oversees Transportation-related planning and design documents, including the TIP, TMP, Comprehensive Plan transportation sections, and Burien's Road Design and Construction Standards.
- Oversees the preparation of plans, specifications and estimates for construction of roads, signal systems, signs, pavement markings and street lighting systems for assigned CIP projects.
- Performs transportation concurrency analysis including transportation concurrency tests, evaluation of concurrency; operates and maintains transportation concurrency database and proposes appropriate improvements.
- Provides technical expertise and responds to complex questions; resolves conflicts and interprets various codes and ordinances.
- Reviews inspection reports of roadside safety devices, including guardrails and barricades.
- Reviews private development projects for traffic including traffic impact fee, traffic report, level of service (LOS), traffic mitigation, on-street parking management per Americans with Disabilities Act (ADA, Manual on Uniform Traffic Control Devices (MUTCD), Washington State Department of Transportation (WSDOT), and City of Burien Codes.
- Updates existing and establishes new street construction standards, codes, and regulations.
Secondary Functions
- Prepares and assists others in the preparation of grant applications from Federal, State, and local funding programs for transportation projects. Manages awarded grants for assigned projects.
- Provides professional engineering review assistance of traffic and transportation questions on private development plans and specifications as needed.
- Represents the City on a variety of boards, commissions, and committees as appropriate; prepares and presents staff reports and other necessary correspondence.
- Other duties as assigned.
Education and/or Experience
Bachelor's degree in civil engineering with course work in road and traffic design plus four years progressively responsible experience or a combination of education, training and experience which provides an equivalent background required to perform the work of the position.
Special Requirements
- Professional Engineer License (PE) in the State of Washington or the ability to obtain within six months.
- Significant experience in local government public works and contract management.
- Successful completion of pre-employment background check.
- Valid Washington State Driver's License with satisfactory driving record.
