Foster CM Group, a highly respected Construction Management firm is looking for a Transportation /Horizontal Inspector in the Seattle, WA area. Qualified candidates must have experience in inspection services for rail, transit/transportation (transit/highway/tollway/roadway and bridge) projects and a minimum of 7 years' experience working specifically on transportation project elements such as earthwork, embankment, lime treated subgrade, drainage features, bridge structures, drilled shafts, bridge deck pours, structural concrete, retaining walls, asphalt and concrete paving. Experience with tollways and TxDOT projects preferred.

Job Description:
Inspect construction and workmanship to ensure contractors build rail, highways, tollways, roadways, bridges, traffic signals, and related structures in accordance with plans and specifications; act as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects. Reports to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. Will be required to test material testing of asphalt and/or concrete. Employees at this level follow standard practices that do not require frequent supervision of details.

Job Responsibilities:
Essential duties for this job include but are not limited to:

Attend pre-construction meetings and answers questions from contractors and other attendees.
Calculate payments due contractors for work completed.
Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
Read, understand and interpret all project documents including plans, specifications and other project documents.
Monitor the work in progress for conformance with plans and specifications including FAA requirements (i.e., Advisory Circulars).
Monitor Contractor's Quality Control Plan and ensure compliance.
Review Contractor's Quality Control Test Reports for compliance with project requirements.
Inspect work to ensure compliance with requirements of Traffic Control Plans (TCPs), Storm Water Pollution Prevention Plan (SWPPP) and Construction Safety and Phasing Plan (CSPP).
- Notify Contractor and document any deficiencies with above plans.
Ensure contractors build transit, roadways, bridges and related highway structures in accordance with plans and specifications.
Monitors project phasing and traffic control plans and ensure compliance with approved safety standards; inspect barricades.
Observes and inspects ongoing construction work.
Documents work progress and issues arising throughout the scope of project.
Perform material testing of asphalt and concrete.
Performs other job responsibilities as assigned.
Work in inclement weather (hot/cold/rain)
Work non-standard hours/day, including some weekend and holiday work on occasion

Minimum Qualifications/Requirements:

8-10+ years' experience in transportation and/or aviation construction inspections.
Experience with DOT and/or FAA specifications and construction standards.
Proficient in the use of computers and software programs (E-mail, Word, Excel).
Ability to effectively communicate through verbal and written correspondence.
Ability to effectively communicate with Project Manager, Contractor, Authorities Having Jurisdiction and Owner.

Experience with City municipalities, TxDOT, toll authorities and/or other DOT, plans & specifications
Experience with TXDOT Site Manager, a plus

Education:

Minimum - High School Grad or Equivalent in general high school studies.
Preferred – Degree or major coursework in Construction Management, Architecture and/or Engineering, or a related field.

Work Environment:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to moving machinery & mechanical parts, uneven ground, exposure to dust, gas or fumes, exposure to loud noise, and outside weather conditions.

Physical Requirements:

The physical requirements must be met by an employee to successfully perform the essential functions of this job. Intermittent unassisted sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, stooping, crawling, pushing and lifting is required. Must be able to walk and/or stand for prolonged periods of time for at least eight hours per day. The employee must frequently lift and/or move light equipment up to 50 pounds without assistance. Must be alert to equipment in the field, occasional need to work near hazardous equipment and machinery, ability to walk on uneven ground while physically maneuvering construction sites, ability to work in extreme temperatures or humidity, and potentially work at heights.

Other Requirements:

Possession of a valid state of residence driver's license with a clean driving record.
Daily travel to and from construction sites, generally within 100 miles from the home office is expected. Short term, out of town, assignments may be required. Long term, out of town, assignments may be required, with advance notice of planned dates.
May be required to work protracted and irregular hours to meet client's needs, including nights, overtime and weekends.
