Leidos currently has an opening on the ‘Service Management, Integration and Transport’ (SMIT) Contract for a Transport Field Network Lead position. This is an exciting opportunity to use your experience helping the SMIT mission. SMIT is the largest IT services program for the Navy. Under SMIT, the Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet (NMCI), including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.
This position requires someone with extensive Operations/Engineering Leadership experience, preferably someone with a previous Network/Transport technical background and working knowledge of a large DOD Enterprise Network Environment. Manage a large technical team virtually, interact directly with and manage the Customer relationship. Manage key resources supporting Incident Response, Change Management, Problem Management, Operations and Maintenance (O&M), project sustainment and other ITSM and DevSecOps initiatives.
Candidates for this position are highly motivated and have working knowledge of network operations, fault diagnosis, repair, installation, configuration, cabling, passive infrastructure, troubleshooting, project execution as well as the ability to analyze and interpret numerous policies and procedures. This includes a solid understanding of network architectures and engineering solutions. The ability to work in a dynamic, team-oriented, fast-paced and mission-focused environment is a must.
What You'll Get to Do:
•Lead complex IT projects and initiatives within the assigned locations balancing and setting priorities for resources to meet or exceed scheduled deployments while sustaining day to day operational objectives.
•Responsible for the day-to-day management of the Transport Field/Base Network Engineer (FBNE) staff assigned to include Incident Management, O&M, and support prioritization.
•Support the NOC Manager, Enterprise Operations Manager (EOM), Critical Situation Manager (CSM), Transport Operations staff and others as required to address and resolve operational issues escalated to the 24/7 team managed under NetOps.
•Ensure FBNE (Field Base Network Engineer) team completes all Government Directed Action (GDA) in a timely fashion and reports completion to the NMCI Command Center to meet or exceed Service Level Requirements (SLR).
•Supervise 10-20 direct-report employees which is comprised of employees and supplier partner organizations. Ensures the FBNE team within their assigned locations maintains compliance for SAAR-N/PAA requirements and recurring training to maintain privileged accounts.
•Responsible for developing and improving content for the Master Training Syllabus that will define the minimum On the Job Training (OJT) requirements for FBNE staff. Conducts training for the FBNE staff within their assigned locations to maintain a baseline skillset and knowledge base for all current and future members of the team. Recertifies training annually to maintain baseline.
•Ensure FBNE team within their assigned locations adheres to all O&M responsibilities as defined in the SMIT Performance and Work Statement (PWS) paragraph 3.3.3. Transport Services as well as the ability to execute work under project activities and Network Transformation and Modernization (NTM) initiatives.
•Contribute to and suggest enhancements for input for Basis of Estimate (BOE) submissions for the FBNE resources supporting project and program initiatives. Ensure proper time charging discipline is executed across the FBNE staff for employees and suppliers. Approve time in Deltek and SLICS.
•Support the FBNE organization, as required, on all ITSM Service Management Improvement Activity (SMIA), Structured Improvement Activity (SIA) and any resulting Continual Improvement (CxI) activities.
•Contribute to and suggest enhancements for FBNE documentation including but not limited to Knowledge Management (KM) Articles, Tactics, Techniques and Procedure (TTP) supporting Standard Change, formalizing local work instructions and job aides into approved templates leveraging the Process Asset Library (PAL).
•Oversee COMSEC Local Element support to assigned locations, which includes managing COMSEC hardware/software assets and key inventories, loading keys into Encryption devices, installing, configuring, troubleshooting, upgrading, removing/replacing faulty equipment, interacting with the Government KOAMs and following prescribed procedures and processes related to COMSEC.
You'll Bring These Qualifications:
•Requires a Bachlors Degree and a minimum of 8 years of prior relevant experience. Additional years of experience may be accepted in lieu of degree at the discretion of the Hiring Manager.
•U.S. Citizen with an active DoD Secret security clearance with the ability to upgrade to and maintain a Top-Secret security clearance.
•Experienced and adept at developing and maintaining technical documents, analyses, and reports.
•Experienced with preparing and presenting briefings to senior customer management, customer stakeholders, and corporate management.
•Working knowledge of the ITIL framework and best practices.
•Working knowledge of defense-in-depth principles, network/HW/SW security architecture, network topology, IT device integrity, and common security elements.
•Minimum of DoD 8570.01 IAT Level II Certification required prior to onboarding: CompTIA Security+.
•Ability to travel 25% including some OCONUS travel
•Ability to be scheduled to work or be called in to work during off hours and weekends to meet customer mission support requirements.
These Qualifications Would be Nice to Have:
•Top Secret Security Clearance.
•4+ years’ SMIT/NMCI program support as a FBNE.
•Master’s degree from an accredited college or university in IT Management, Engineering, or related field.
•Management experience in a NET/SEC DevOps environment.
•10+ years of extensive Ops/Eng Management experience within DoD network communications customer facing environment.
•ITIL certification/training preferably including Service Strategy and Service Design (ITIL v4 Preferred).
•Agile certifications or operational experience in an Agile environment.

Pay Range:
Pay Range $89,700.00 - $162,150.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
