Sigma Defense is seeking a Training SME - Quantitative Fleet Feedback Program Support to provide on-site support to our customer. This position is being offered in three locations: San Diego, CA, Norfolk, VA, and Virginia Beach, VA.
The ideal candidate is a highly skilled Training SME with knowledge gained over years of experience at senior levels. They promote greater information sharing for staffs and stakeholders. They provide realistic as well as reliable, consistent support and well-developed recommendations to various audiences in training and real-world events. They will maintain the integrity of the training objectives and maintain a knowledge base that is consistent with the requirements that covers the full spectrum of tasks listed in the contract. SMEs serve as the catalyst for developing and evaluating requirements. They provide the expertise and insight to support programs and leaders at all levels, including very senior levels, civilian and military sectors. They are experienced subject matters experts in their fields of expertise.
This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements
Minimum of 6 years of experience in the following:
- Subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Program or Policy support).
- Training specialist.
- Navy and or Defense training operations, policy, doctrine, systems, and staff procedures.
- Conducting fleet/ joint training assessments to identify gaps, training needs and solutions.
- Delivering training in person and/or online.
- Developing and modifying training event/exercise scenarios.
- Developing training curriculums.
- Managing training projects.
- Designing custom training to meet training objectives.
- Public speaking and presentation skills.
- Written and verbal communication skills.
- Effective time management.
Personnel Clearance Level:
- Candidate must possess or have the ability to obtain an active Secret security clearance.
- A clearance will be sponsored for the right candidate.
Education Requirements:
- Bachelor's degree from an accredited college or university or equivalent experience.
- Equivalent experience to a Bachelor's degree is 2 additional years of Resource Band experience.
Essential Job Duties (not all-inclusive):
Support Tasks:
- Provide program and technical support to government project leads for NFCs, CTFs, CSG, and ARG staffs and warfare commanders, C3F, C7F, CSG-4 and CSG-15, TTGL, and TTGP, and other training commands’ implementation of the NWTS.
- Provide training to the training command staff and other personnel on DRRS, NWTS, NWTP, Root Cause Analysis Tool (RCAT), and Navy Readiness Assessment Suite (NRAS).
- Provide program support to government project leads for training plan review and management for CTF, strike and ready group warfare commanders and coordinators.
- Facilitate working groups for training plans and performance standards development and support updates to ensure plans comply with USFF/CPF 3501.3 (series) FTC guidance.
- Create and provide current, accurate, and complete DRRS and Navy Readiness Reporting Enterprise (NRRE) Business Intelligence (BI) reports for use by Fleet personnel.
- Determine data acquisition, data collection, replay, reconstruction and analysis, debrief, and assessment requirements for QFF-supported exercises.
- Assist government project leads with planning, coordinating and briefing data acquisition, data collection, replay, reconstruction and analysis, debrief, and assessment requirements.
- Attend exercise planning and coordination events, and other conferences to coordinate support requirements.
- Facilitate exercise assessment syndicates and working groups.
- Provide capability briefs and demonstrations on data acquisition, data collection, reconstruction and analysis, and debrief the tools and processes.
- Provide administration and maintenance support on training and performance assessment databases for CTFs, ESG and CSG, ARGs, warfare commanders, coordinators, and IDs based on performance standards for up to five (5) or more exercises simultaneously.
- Maintain and develop data collection plans, worksheets, and databases based on training plans and performance standards.
- Prepare and perform quality assurance (QA) checks for up to 12 databases per exercise and 30 MS Excel collection spreadsheets per database using NRAS, RCAT, or other applicable software/systems.
- Receive and process performance data up to four (4) or more times daily for up to 24 or more assessment areas per database and ensure all received data is captured, accurate, and complete.
- Provide at least daily performance standard feedback reports to trainers on each assessment area from each database based on the most recent data submitted.
- Assist government project leads in developing performance debriefs which are presented to senior military personnel using MS PowerPoint or other required software programs using reports created from the performance databases.
- Archive and retrieve performance data to support future data calls, perform historical and statistical analysis of archived data, and provide current, accurate and complete analysis reports to government project leads.
- Assist in data collection instrumentation installations and de-installations on surface ships
- Attend tool development and process improvement events.
- Provide recommendations to government project leads on opportunities to improve Navy training, readiness reporting, and performance assessment; and efficiency and effectiveness of the QFF program.
- Provide government project leads with AARs including a summary of results and assigned actions with any relevant recommendations no later than five (5) working days after all exercises, and designated events and meetings.
- Provide data collection, reconstruction and analysis of training plan events / sub-events and develop graphical representations, screen shots, reports, charts, replays, and other products to government project leads using data collection and display tools to include joint after-action report (JAAR) resource library (JAAR-RL), simulation and display (SIMDIS) software, performance evaluation tool, GCCS-M/J, COP Measures of Effectiveness (MOE), chat and voice communications systems, and MS Office products for download or display on web pages and PCs; these services shall normally be provided in support of performance assessment for exercises over a 14-hour period per day for synthetic exercises and continuous (24 hours) for LVC exercises.
- Provide C3F maritime operations center (MOC) METL support and C3F / Defense Readiness Reporting System (DRRS) reporting support to C3F / project lead.
- Gather metric data, comments and other required reports from C3F MOC stakeholders and CSG staffs to populate C3F DRRS database within specified periodicity.
- Extract DRRS readiness data and perform comparative analysis upon demand by senior leadership.
- Review and analyze Training Evaluation and Training Completion Reports from trainers and training audience in accordance with COMTHIRDFLTINST 3501.1(series) Integrated/Advanced Training Instruction.
- Identify and report recommendations for training improvements to C3F QFF project lead.
Salary Range: $80,000 - $110,000 annually.
