What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) funds and administers a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

What You’ll Be Doing

Under the direction of the Deputy Director for Programs, the Director of Outreach and Temporary Shelter leads the department’s response to street homelessness. The Director of Outreach and Temporary Sheler organizes and manages the day-to-day operations of HSH’s outreach shelter and other temporary housing projects for all subpopulations (including individuals, families, and youth). They are responsible for the citywide homeless outreach strategy, city outreach staff, and the outreach contractor(s). They oversee citywide policy and coordination efforts within Whole Person Care and the Healthy Streets Operations Center. The Director of Outreach and Temporary Shelter trains and evaluates HSH’s shelter, outreach, navigation centers, and facilities staff to support a positive team environment. They work closely with the Planning, Performance, and Strategy unit to implement the relevant goals of the Home by the Bay Strategic Plan. The Director of Outreach and Temporary Shelter oversees citywide policy and coordination efforts within Whole Person Care, the Healthy Streets Operations Center, Drug Market Agency Coordination, and city-wide street crisis response teams.

Essential Duties and Responsibilities:

• Directly supervise 2–5 program supervisors.
• Responsible for training, coaching, and performance management of employees in their unit.
• Develops strategic direction, in coordination with the executive team, for outreach and shelter programs within the continuum of care.
• Responsible for overseeing contract management and monitoring, performance management, and provider relationships.
• Oversees the work of the Shelter Grievance Advisory Committee (SGAC), the Shelter Monitoring Committee (SMC), and collaborates effectively with the Local Homeless Coordinating Board (LHCB) oversight
• Coordinates the HSH implementation of new Outreach, Shelter, and Navigation Center programs.
• Provides direct oversight of Outreach, Shelter, and Navigation Center operations.
• Supports collaboration and information sharing between DPH, HSH, HSA, SFPD, and DPW.
• Develops and monitors Memoranda of Understanding (MOU) and contracts.
• Acts as a liaison with outside agencies and their departments or programs.
• Coordinates budget preparation; prepares reports, memoranda, and correspondence; and maintains statistical records.
• The liaison between HSH and community stakeholders on matters concerning outreach and shelter.
• Develop and maintain a homeless outreach strategy.
• Oversee the staffing and responsiveness of emergency response operations at HSH.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education:
Possession of a Bachelor’s degree from an accredited college or university

Experience:

Five (5) years of professional experience delivering and overseeing homeless services or other social services programs, including three (3) years of experience supervising professionals.

Substitution: May substitute up to 2 years of education for Bachelor of Art degrees with additional years of experience.

DESIRED QUALIFICATION(S): The stated desirable qualifications may be used to identify job finalists at the end of the selection process when applicants are considered for hiring.

• Experience directing and maintaining outreach and shelter operations for local, state or federal agencies and developing policies and procedures.
• Verifiable experience overseeing and directing emergency services operations for local government agencies and developing related policies and procedures.
• Knowledge of or prior experience with programs for homeless and housing services.
• Extensive supervisory experience, including experience supervising supervisors and managers.
• Experience with planning and implementing Coordinated Entry systems and programs for people experiencing homelessness.
• Advanced degree and/or clinical certification in social work, public health, or MFT.
• Extensive program management experience in the field of Homelessness and Supportive Housing.
• Significant grants and contracts management experience preferred, including budgeting and monitoring responsibilities.
• Familiarity with HUD and other federal and state funding sources and regulations.
• Working knowledge of laws and regulations governing contract formulation and management; program planning and evaluation techniques; budget and grant preparation and administration.
