Responsibilities
Noblis MSD is hiring a Test Analyst to support the Guided Missile Frigate (FFG) Program Office (PMS 515) by Providing subject matter expertise in Testing and Trial Project Management, Waterfront Testing, and Test & Trials, including onsite support at the construction shipyard to assist PMS 515 and SUPSHIP personnel. The Test Analyst will be seated in Washington DC and will participate in Testing and Trial Planning efforts.
The Test Analyst will be responsible for the following:
- Support development and updates of overarching Test and Evaluation (T&E) strategy and Test Evaluation Management Plan (TEMP). Adjudicate comments from reviewers on strategy and plan.
- Track all contractor system certification and verification tests not completed but deferred to Post Sail Away period. Compile and include in post-delivery test planning.
- Provide evaluations, analysis, and recommended solutions for Technology Readiness Level (TRL), security evaluations, Certification Test and Evaluation (CT&E), Security Test and Evaluation (ST&E), and Enterprise Applications.
- Provide trial card tracking, generation, and management support; perform functions for ship tests, compartment completion inspections, certifications and trials. Record documented deficiencies, screenings and status using Technical Support Management (TSM).
- Participate in at-sea ship trials and trial card pre-screening. Support development of PSAWP, including filenames for all Contractor-responsible and deferred work. Conduct trial card recording, tracking, coding, trend analysis and engineering analysis using TSM, or another similar automated information system provided by the Government.
- Provide Ship’s Force with periodic trial card reports. Track and compile all new construction shipyard identified responsible work that is deferred to PSA and provide it for inclusion in the PSA work package. Track Contractor deferred work to completion and provides periodic updates to the Post Delivery Manager (PDM).
- Prepare materials for trial card entry into the TSM. Assist with the documentation and storage of all availability certification Objective Quality Evidence (OQE).
- Provide on-site services in this capacity for the duration of each PSA in the ship’s homeport. A single individual will be assigned to each ship’s PSA planning and execution efforts at any given time to ensure continuous, uninterrupted support of that ship’s PSA work package.
Required Qualifications
- Bachelor’s degree in engineering and 5 years relevant work experience in testing, or related field, or 9+ years of work experience in test and evaluation
- Experience in T&E in surface combatant ships
- DoD secret or the ability to obtain a Secret Security Clearance
- Experience with Microsoft Office Suite
- 25% travel

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
