The NISC IV program at Leidos is seeking a Telecommunications Engineer to join our dynamic team. The successful candidate will be responsible for managing and optimizing the use of the radio frequency spectrum and ensuring compliance with regulatory requirements to provide safe voice communication service channels between pilots and controllers. The engineer will work closely with regulatory bodies, engineering teams, and project managers to support spectrum-related initiatives across various projects.
Primary Responsibilities:
- Identify, diagnose, and resolve technical issues related to communication networks and Radio Frequency Interference (RFI) in both new and existing systems.
- Conduct site surveys, spectrum analysis, and RF testing to assess and resolve interference issues.
- Collaborate with cross-functional teams including network engineers, field technicians, and regulatory agencies to resolve interference-related challenges.
- Perform spectrum monitoring and analysis to detect unauthorized spectrum usage and ensure compliance.
- Work with internal departments and external partners to ensure efficient use of spectrum resources and alignment with project objectives to include tracking Government and Public airshows and other temporary requests.
- Develop technical reports and documentation, detailing interference analysis and resolution strategies.
- Participate in the development of policies and procedures for effective spectrum management.
- Stay up-to-date with communication technologies, industry trends and standards, FCC regulations, and best practices related to RF interference and spectrum management.
- Provide training and support to field teams on RFI detection and mitigation techniques.
- Ensure adherence to national and international spectrum regulations, including coordinating with regulatory authorities.
Basic Qualifications:
- Must have an active Secret security clearance.
- Bachelor’s degree in Telecommunications, Electrical Engineering, or a related field.
- Minimum of 3-5 years of experience working in RF engineering, with a focus on Radio Frequency Interference (RFI) mitigation.
- Strong knowledge of RF principles, antenna theory, signal propagation, and spectrum analysis.
- Experience using RF testing tools such as spectrum analyzers, network analyzers, and field test equipment.
- Familiarity with FCC regulations and industry standards related to RF interference.
- Strong problem-solving skills with the ability to work independently and within a team environment.
- Excellent communication skills, both written and verbal.
- Must be a US citizen or a permenant resident.
Preferred Qualifications:
- Master’s degree in Telecommunications or related field.
- Professional certifications in RF or telecommunications engineering (e.g., CCNA Wireless, CWNA, etc.).
- Experience with cellular network design and optimization, including 4G/5G technologies.
- Hands-on experience with satellite communications and microwave link design.
- Knowledge of software tools such as RF simulation programs (e.g., HFSS, CST, or similar)
Please Note: If selected for this positon, you will be required to commute to the FAA location in Washington, DC at least 3 times a week.

Pay Range:
Pay Range $68,900.00 - $124,550.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
