About the Job
The Director of Technology for Maximus Financial Services provides leadership identifying modernization requirements to match customer strategies and works with the leadership team to identify solutions and develop strategies to anticipate and meet future technical needs at the Internal Revenue Service (IRS) and other Federal Financial agencies.
The candidate is expected to develop and maintain strong relationships with outside partners, such as vendors and consultants, as well as internal partners, including department supervisors and co-executives. This position directly supports the Financial Services Executive Lead to help drive growth and profitability within the operating unit (OU).
Position is primarily remote from home. Candidates in Washington DC and Dallas Texas areas are strongly preferred. Selected candidate will have travel to Washington DC, Tysons Corner area, Lanham MD or Dallas Texas for operational and client meetings approximately 1 - 2 times a quarter.
- Provide strategic leadership to Financial Services projects staying ahead of trends in technology, Cloud, AI, DevOps and data strategies at the IRS and other assigned Federal Agencies. Ensure we have a well-trained, capable workforce to support our customers and to best position us to be competitive in pursuing new work and leading IRS Modernization efforts.
- Ability to provide thought leadership in Information Technology Lifecycle Management and methodologies.
- Work closely with senior leaders and customers developing IT strategy and roadmaps.
- Provide mentorship to rising architects and PMs to prepare them for leadership roles.
- Identify and/or support/coordinate efforts to create white papers to present our technical approach in response to multiple IRS issues and customers.
- Engage in industry organizations where our customers are present to build thought leadership within our team.
- Serve as the liaison and participate in meetings between Business Development, company leadership, and the IRS clients (Executives) to promote Maximus Federal as the integration provider for current and future work.
- Serve as the Executive Technical Lead on projects at the IRS, providing oversight of the project teams support, and interacting with IRS Executive's as the Corporate representative on the account.
- Serve as a technical point of contact for all IRS Executives to ensure good customer relations including participation in filing season readiness, and regularly scheduled meetings with key Executives.
- Attend meetings with Senior level Executives within the company to share observations and provide input to the development of strategies for pursuing new work and growing the account.
- Support proposals as an author and reviewer, to include being a presenter in proposals requiring an oral presentation. Coordinate with the Financial Services PMs to borrow SMEs as authors or reviewers to support proposal efforts (including White Papers, RFIs and RFPs).
- Participate in team meetings, as a member of the Operating Unit leadership team, providing insight on customer trends and issues.
Minimum requirements:
- Bachelor's Degree from an accredited college or university required.
- Master's Degree from an accredited college or university OR Technology certifications
- At least ten (10) years of related experience required.
- At least 5 years of U.S. Federal government Civilian agency experience required. IRS, larger Treasury and/or FDIC experience preferred.
- Experience developing solutions and strategic roadmaps (current and target/future state) for broad spectrum of technical areas such as SAP, Elastic, Splunk, Jenkins, webMethods, AWS and Azure Cloud and others.
- Experience leading/mentoring technical teams.
- Experience writing white papers and responses for Federal RFIs and RFPs, and participation in Orals.
- Demonstrated experience preparing, tailoring, and presenting briefings to various levels of management and executives.
- Excellent verbal and written communication skills.
- Ability to work in a fast-paced, dynamic environment.
- Ability to work well independently or in a team setting.
Additional Requirements, as per contract/client:
- Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus).
- Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years and be Federal Tax compliant.
Essential Duties and Responsibilities: - Provide enterprise and systems architectural consultations to management, system sponsors, stewards and team members. - Participate and support review of RFIs, RFPs and RFQs, to architect and propose end- to- end infrastructure and platform engineered solutions. - Participate across all phases of the solution lifecycle related to infrastructure and platform engineering starting with pre-sales solutions architecture support, resource identification, and implementation support with emphasis on the planning, analysis, testing, integration, documentation, and presentation of solution. - Provide technical solution architecture and design support, including propose technical architecture, solution design, and implementation methodology. - Explore newer technologies and platforms to leverage and include in newer program pursuits. - Architect custom, reusable solutions that can be leveraged across the organization. - Utilize detailed understanding of the client/project processes to ensure corresponding infrastructure and platform alignment. - Define and implement architectural governance to ensure scalable and extendable architecture. - Develop technically and operationally feasible long-term IT strategies and plans. - Identify, explore and recommend emerging technologies including analysis of impact. - Collaborate with project leads, program managers, and managers to develop detailed project plans and work breakdown structures for division, center level projects. - Provide technical documentation of consultations to management and system sponsors and stewards. Minimum Requirements: - Bachelor's degree and 10-12 years of relevant experience or equivalent combination of education and experience required. - Directs and controls the activities of a broad functional area through several department managers within the company. - Has overall control of planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods. - Works on complex issues where analysis of situations or data requires an in-depth knowledge of the company. - Participates in corporate development of methods, techniques and evaluation criteria for projects, programs, and people. - Ensures budgets and schedules meet corporate requirements. - Regularly interacts with executives and/or major customers. - Interactions frequently involve special skills, such as negotiating with customers or management or attempting to influence senior level leaders regarding matters of significance to the organization. - Reports to Senior Director or VP level.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
