About the Job
The primary objective of this engagement is for the selected candidate to serveas the Technical Writer 2 for the EDW, supporting the analysis and reportingneeds of the DOH and DDAP, the existing EDW, as well as the design andconstruction of the new EDW in Azure.The Technical Writer 2 is an advanced level resource with specialized knowledgeand experience in requirements analysis and documentation and coordinatingcommunications and project tasks, while acting as liaison between customerprogram areas and the EDW team. This position develops and maintains user,business requirements, technical documentation and project process documentationin support of the EDW production systems and projects. This position understandsthe user’s view and technical concepts of applications and provides expertisestructuring procedures in a logical sequence.This position will work with public health professionals, business analysts,application developers, database, and system administrators to achieve projectobjectives - including delivery dates, cost objectives, quality objectives, andprogram area customer satisfaction objectives. There are several excitingprojects underway, including moving the data warehouse into Azure, theDepartment of Health’s Data Modernization Initiative, and the Reporting Hub.OPERATIONAL REQUIREMENTSThe selected candidate must adhere to the following operational requirements:• Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.• Complete weekly project status updates in Daptiv when necessary.• Provide weekly personal status reporting by COB Friday submitted onSharePoint.• Publish and present design reports, maintain documentation on projectSharePoint sites.CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTSREQUIRED SKILLS:• Experience with eliciting, analyzing, specifying, and validating the businessneeds of stakeholder business units• Experience conducting interviews to gather customer requirements viaworkshops, questionnaires, workflow storyboards, use cases, scenarios, and othermethods• Develops, enhances, and maintains user and technical documentation formultiple applications including documentation required for the EDW team. Ensuressolutions meet Commonwealth standards, policies and procedures• Experience translating customer requirements into functional and technicalrequirements in a clear manner that is comprehensible to both businessstakeholders and the development team• Experience with creating process models, specifications, diagrams, wireframes,and charts to provide direction to the development team• Maintains documentation libraries, templates, quality standards. Makesrecommendations to the team on improving documentation• Organizes and prepares work effectively to facilitate proactive resolution ofproblems, rather than reactive. Prepares accurate estimates for documentationrequests and activities• Experience communicating, coordinating, and performing as liaison betweenstakeholder business units and the development team• Ability to balance work between multiple projects and possess goodorganizational skills• Ability to work and communicate collaboratively and effectively withcolleagues, and as a member of a team• Ability to present complex technical concepts and data to a varied audienceeffectively• More than 5 years of relevant experiencePREFERRED EXPERIENCE:• Experience working in the public health or healthcare industry with varioushealth applications and data.
