The Research Foundation for Mental Hygiene, Inc. (RFMH) is seeking a qualified candidate for a full-time Technical Specialist, Level III, Grade 25. The Technical Specialist will be responsible for supporting and developing applications in the NYS Office of Mental Health New York Employment Services System (NYESS) Unit. NYESS seeks to improve employment and quality of life outcomes for people with disabilities, utilizing various applications and data sources to support this core mission. A successful candidate will demonstrate a professional demeanor, strong communication and organizational skills, attention to detail, and the ability to work independently and with interdependent teams. The ideal applicant should have experience leading a team of HIT professionals. An ideal candidate must also have the ability to work with large datasets and optimize query performance.

Duties and Responsibilities:

Under the direction of the NYESS Director and Software Engineer, the person in this position will be responsible for supporting and managing the day-to-day operations of the Applications, including but not limited to:

• Create ad-hoc reports utilizing complex oracle queries.
• Manage a daily Informatica ETL process.
• Assist our stakeholders with issues they may encounter using our applications and websites.
• Convert ASP.NET Websites into ASP.NET Core.
• Create and maintain .NET WinForms applications and their oracle schemas.
• Translate business requirements into a workable technical approach.
• Monitor daily jobs and troubleshoot application issues as needed.
• Understand and explain existing technical implementation of business rules in various applications.

Minimum Qualifications:

• Candidate should have at least 5 years of work experience in Health Information Technology application development, Net programming, and data analysis with large health databases Oracle data environments.

Preferred Qualifications:

• Proficiency knowledge of health care data and deep understanding of Health terminologies like: ICD-10 code, HCPC Code, NDC etc.
• A degree in Software Engineering, or a related programing degree.
