Under limited supervision of the Enterprise Systems Manager, the Technical Project Management Analyst drives smooth and successful delivery of project outcomes to optimize the business value delivered across the IT portfolio. The role routinely analyzes and optimizes aggregate resource consumption and risk within the portfolio, manages change, assures adequate, timely, high-quality communication and decision making, usability, value, technology adopted and sustained, and quality of service experience provided to the customer community at Fairfax Water.

The role routinely analyzes and optimizes aggregate resource consumption and risk within the portfolio, manages change, assures adequate, timely, high-quality communication and decision making, usability, value, technology adopted and sustained, and quality of service experience provided to the customer community at Fairfax Water.
Examples of Duties
- Provide project leadership to a variety of systems/infrastructure projects including but not limited to cloud and hybrid architectures, cybersecurity, datacenter technologies, networking, IT services, Operational Technologies, Enterprise and Geographical systems and business solutions utilizing, the Microsoft ecosystem inclusive of Windows, Microsoft 365, and SharePoint Online.
- Collaborate with staff to share and develop project management best practices.
- Lead and manage exceptionally large, complex, or sensitive IT projects.
- Inform, develop, and administrate IT policy related to technical project management.
- Facilitate efforts with stakeholders to elicit, analyze, and evaluate business requirements.
- Advance project and portfolio management, change management, business analysis, and information technology best practices.
- Utilize project management systems, methodology, tools, and techniques (including project planning, schedule development, scope management and cost management).
- Interface and communicate with internal customers, project team, and management.
- Develop, maintain, and drive project plans, change management plans, communication plans, budgets, schedules, status reports, action item logs, risk register, and issue logs.
- Develop and support fellow employees by setting work priorities, planning and scheduling, completing and assigning tasks with relevant projects.
- Coordinate with other departments to ensure proper project resources are available and tasks are being completed.
- Collaborate with leadership on change management efforts to enable and advance the whole organization's efforts to learn, adopt, and adapt to new technologies and digital methods of doing business.
- Perform other duties as assigned, including leading special projects as assigned.
Typical Qualifications
- Possession of a bachelor's degree in information systems, computer science, business, or related field; and 6 years of experience in technical project management, enterprise systems management, and/or equivalent combination of education, experience, training and knowledge.
- Possession of a Project Management Professional (PMP) Certification.
- Change management and other project management certifications are strongly preferred.
- Ten or more years of project management related to networking and/or enterprise systems management.
- ITIL v3/v4 Certification is a plus
- Extensive understanding of technology purchasing processes including procurement, RFP development and vendor selection, presentations, and holistic cost-benefit analyses.
- Working knowledge of complete Technology Lifecycle management.
- Working knowledge of development, operational, and/or administrative/maintenance understanding of cloud technologies and services, network and data center operations, and infrastructure.
- Working knowledge of Enterprise and Geospatial systems.
- Ability to identify and evaluate key technology solutions in business benefit terms including systems integration, application development, mobility, and virtualization.
- Strong and sound operational understanding of enterprise technology and business systems, theories, principles, and practices.
- Ability to establish and maintain effective working relationships with coworkers, supervisors, consultants, contractors, and the public.
- Experience working in a team-oriented, collaborative environment with strong verbal and written communication skills including the ability to convey advanced technical and business concepts to nontechnical audiences.
- SAP, ESRI, Microsoft, AWS, or Cisco experience and certifications are preferred.
- Business analysis and process (re)engineering experience, training, and/or certifications are preferred.
- Must pass a controlled substance (drug) test for employment.
- Must be onsite 3 days a week.
