Position Summary:
Responsible for the administration of all functions within the department assigned as an integral part of the company’s production and operating services.
Criteria:
Education/Experience:
Bachelor’s degree in an engineering-related area with at least five years of relevant experience or high school diploma (GED) with 10 years of utility operational experience as a system operator.
Skills/Abilities:
Excellent customer relations skills. Must maintain good public relations and good working relations with other personnel. Proficient in Microsoft Word and Excel.
Certifications/Licenses:
Individuals applying for this position must possess at least four of the following certifications/licenses and must obtain all six within two years of employment in the position.
Physical Demands:
The ability to lift, carry, and use heavy tools and materials. The ability to climb and perform work from a ladder. The ability to use a computer keyboard effectively. The ability to safely operate a standard equipped JEA motor vehicle. The ability to operate JEA field service installation equipment. The ability to orally communicate via radio and telephone. The ability to see and read printed material. The ability to work extended rotating shifts.
Work Environment:
Both indoor and outdoor working conditions.
Driving:
Must have and maintain a valid Tennessee Class “D” license.
Telephone:
Must maintain an operating telephone and furnish the number to his/her supervisor.

- Grade IV Water Treatment Plant Operators License
- Grade IV Wastewater Treatment Plant Operators License
- Grade II Water Distribution License
- Grade II Wastewater Collection License
- Fundamentals of Gas Distribution (Online) – GTI
- TVPPA Distribution System Operator or TVPPA Protective Relaying

Essential Functions:
- Supervises operations staff, including manpower planning, selection recommendations, scheduling and assigning work, training and developing, performance appraisal, discipline, and other personnel matters.
- Supervises and schedules 24-hour system operations through load dispatchers/controllers and standby duty assignments.
- Provides system information, advice, and technical assistance to consultants, developers, contractors, customers, and other agencies and departments.
- Supervises daily operations of supervisory control and data acquisition systems and ensures the accuracy and dependability of JEA’s SCADA systems.
- Supervises daily operations of the outage management system.
- Prepares comprehensive monthly operations report for all systems.
- Develops and reviews operating procedures and maintenance practices.
- Prepares annual Systems Operation budget.
- Assists VP of Operations with budget preparation and variance reports.
- Ensures safe, reliable delivery of utility services to customers and resolves system emergencies in a timely manner.
- Provides back-up support for system operators when needed.
- Maintains various records including, but not limited to, system abnormal records, temperature records, breaker operations records, and high use day records.
- Operates and maintains the Outage Management System.
- Produces monthly and annual Outage Report.
- Provides climatological data as requested.
- Manages the radio system.
- Analyzes customer problems and implements procedures to resolve customer service complaints.
- Monitors building security.
- Conducts tours of area.
- Compiles data as requested for external and internal customers.
- Coordinates with Management on gas supply, capacity, and curtailment issues.
- Obtains information from TVA, Texas Gas, and ANR for safe system operation.
- Authorizes operation of system switches and/or valves.
- Manages the safe operation of all systems.
- Recommends changes to system configuration.
- Designs operation slides for SCADA.
- Assesses situational needs.
- Communicates effectively in coordinating restoration efforts.
- Researches system drawings for measurements and locates as requested.
- Manages system maps and mosaic board as changes occur in field.
- Manages emergency response implementation.
- Works with SCADA vendor to troubleshoot, optimize, and add to the system.
- Performs other duties as needed
