The Department of Information Resources (DIR) requires the services of Systems Analyst II, hereafter referred to as Worker, who meets the general qualification of Systems Analyst and the specifications outlined in this document for Health and Human Services Commission () Information Technology.
1. myAvatar Data Migration Planning and Execution: Develop and implement comprehensive migration strategies from Netsmart's myAvatar EHR to a new SaaS model EHR. This includes data assessment, cleansing, and mapping to ensure compatibility with the new system. The Worker will document all phases of the migration process, work with Subject Matter Experts to understand the business needs and create detailed project documentation in line with HHSS/DIR requirements. The Systems Analyst II will be responsible for designing and implementing workflows that integrate with the existing system, ensuring a seamless transition and optimal functionality of the new system. Responsibilities also include serving as a technical expert throughout the migration to ensure clear communication with both technical and non-technical stakeholders. (40%).
2. Compliance and Standards Assurance:
Ensure that all aspects of the data migration comply with standards, including clinical data management and security. Establish protocols for data integrity, privacy, and compliance with federal and state regulations, such as HIPAA. This task also involves setting up validation and auditing processes to maintain data integrity post-migration.. (10%)
3. Testing and Quality Assurance:
Conduct rigorous testing of the migration process, including creating and executing Unit test scripts, managing test scenarios, analyzing test results, and debugging issues. Utilize established software development and testing standards to ensure the reliability and functionality of the new SaaS solution. (25%)
4. Communication and Documentation:
Provide regular updates on the migration progress to all project stakeholders including immediate managers, technical leads, developers, and business analysts. Use ticketing systems for information sharing and problem resolution. Prepare and deliver presentations and updates to both internal and external audiences to explain the migration process, system functionality, and technical challenges. (15%)
5. Post-Migration Support and Optimization:
Facilitate the smooth transition to the new system by providing strategic oversight and support post-migration. This includes training end-users, preparing comprehensive system documentation, and recommending strategies for optimizing system performance based on feedback and performance metrics. (10%)

II. CANDIDATE SKILLS AND QUALIFICATIONS
***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment. Access to a virtual desktop set up (software) will be provided by Lumen s client, allowing the user access to the required systems and technology.***
