The System Director, Health Plan Systems and Digital Product Development, is responsible for leading the design, development, release, and maintenance of technology systems and services supporting the enterprise health plan functions. This role oversees the entire business applications portfolio, including Insurance, Finance, and Marketing information. The System Director, Health Plan Systems and Digital Product Development, is responsible for leading the design, development, release, and maintenance of technology systems and services supporting the enterprise health plan functions. The director will collaborate with leaders within IT&S and across client's place to optimize the health plan's technology infrastructure, enhance operational outcomes, and deliver impactful digital solutions.
Key Responsibilities:
- System Design & Development: Lead the design, development, coding, testing, and debugging of applications, including provider and health plan applications, ensuring they meet business objectives and system performance standards.
- Team Leadership & Collaboration: Oversee software development and integration team activities, ensuring the alignment of technology initiatives with business goals. Manage and mentor a large, cross-functional team of application developers and system integrators.
- Business Analytics & Architecture: Partner with the Business Analytics teams to build a robust architecture that improves operational outcomes, ensuring data integration, middleware applications, and cloud-based solutions are optimized for clinical and business services.
- Consumer & External Engagement Technology: Direct the development of digital solutions for consumer and external stakeholder engagement, including members, agents, brokers, providers, and employers.
- Operational Support: Manage the operational aspects of health plan business systems, ensuring data integrity, database architecture, and efficient integration with other enterprise applications.
- Stakeholder Communication: Facilitate communication between IT&S, Client, and other business units to ensure alignment on project goals, deliverables, and resource needs. Report directly to the CIO and maintain dotted-line reporting to the Client business owner.
Education:
- Required: Bachelor's degree in Business, Computer Science, Healthcare-related field, or equivalent.
- Preferred: Advanced degrees or certifications in healthcare IT, business systems, or related disciplines.
Required:
- At least 10 years of experience in IT systems management, with 8 years in a senior-level role focused on Health Plan applications, financial or health insurance applications, and their lifecycle management.
- Extensive experience managing large teams (at least 20 members) in the development, implementation, and support of business applications.
- Proven expertise in large-scale implementation of Health Plan systems (e.g., HealthEdge, Tapestry, Cognizant).
- Demonstrated experience applying project management methodologies, service management principles, and organizational change management in large-scale
clinical enterprises.
- Strategic Leadership: Strong strategic thinking with experience in IT and business strategic planning to drive business outcomes.
- Cross-functional Collaboration: Ability to work across business and technology functions to identify synergies, improve processes, and drive operational efficiencies.
- Healthcare Industry Knowledge: In-depth understanding of health plan operations, financial systems, and healthcare technology trends.
- IT Expertise: Solid understanding of IT disciplines, including project management, systems analysis and design, budget administration, and infrastructure planning.
- Agile & Lean Knowledge: Proficiency in Agile, Lean, ITIL, PMI, and SDLC methodologies.
- Problem Solving: Strong analytical skills with the ability to identify and resolve complex system and business challenges.
- Change Management: Experience in leading organizational change and building cross-functional consensus on technology initiatives.
- Experience with enterprise health plan systems such as HealthEdge, Tapestry, Cognizant, or similar platforms.
- Familiarity with cloud technologies, data analytics, and middleware solutions in a healthcare context.
- Certification in IT management, project management, or healthcare IT.
- Ability to sit for long periods of time and engage in tasks requiring focus and attention to detail.
- Occasional travel for meetings, training, and operational activities.
