OBJECTIVE AND PURPOSE OF THE POSITION
Responsible for performing efficient, courteous, and reliable dispatching service. Performing operation of the power system by receiving and dispatching trouble calls and service calls and assisting and directing line personnel. Coordinating service restoration in accordance with switching and tagging procedures and safe work practices.
Responsible for maintaining the integrity of and operating the electrical system, analyzing and coordinating the restoration of electrical outages, issuing switching orders to crews in the field, and for maintaining crew safety while working under switching orders. This position may be required to work shift on a rotating basis and is on call 24 hours a day.
DUTIES AND RESPONSIBILITIES
The following are essential responsibilities of this position and do not include marginal functions that are incidental to the performance of the fundamental job duties. The scope and duties of this position may change or be temporarily altered based on the business needs of Peace River Electric Cooperative. The basic requirement of every position is to perform all tasks as assigned by your supervisor.
- Operate the substation, and distribution systems within PRECO’s operating standards of reliability.
- Monitor weather in service areas and proactively react to predictions by acquiring additional field resources.
- Receive and organize outage reports from customers to anticipate the device that is out and send the appropriate manpower to resolve the problem. Ability to use IVR and outage management system. Notify appropriate management as necessary.
- Minimize outage duration through timely dispatching of restoration crews.
- Responsible for the administration of the call-out rotation list in calling out restoration crews for after hour needs.
- Responsible for the entering of outage information in database for quarterly outage report.
- Professionally communicate via telephone, email or radio with field personnel.
- Responsible for updating of radio log.
- Responsible for the accuracy of pertinent information on outage report forms.
- Demonstrate professionalism with customers and coordinate after hour reconnects.
- Responsible for the starting and stopping of customer based generation as directed by Seminole.
- Ability to monitor and operate SCADA systems, and appropriately react to alarms in a timely manner.
- Maintain system configuration and equipment status changes by updating computer maps and programs.
- Enter data and create spreadsheets for various reports.
- Maintain accurate updates of departmental records.
- Performs other duties as required or directed by department manager.
- Monitor security equipment and take appropriate action as needed.
- Has the responsibility and authority to take real time actions for the stable and reliable operation of the electric system.
- Coordinates with Seminole, PEF and FPL with agreed upon directives to maintain the stable and reliable operation of the electric system.
- Write, issue, and review switching orders, clearance and caution orders within the policies of PRECO’S switching and tagging procedures.
- Directs field crews in the repair and restoration of system problems and power outages and acts as substation lineman for the purpose of closing in SCADA controlled devices up to and to include the first downline device.
- Directs the monitoring and reacts to alarms of the IVR, OMS, and SCADA Systems.
- Knowledge and ability to direct field crews in the restoration and/or switching of all PRECO substations including distribution system back feed procedures.
- Applies and removes hot line tags via remote controlled devise like Telemetric for crews and contractors on devices on our electrical system.
- Coordinates with emergency personnel i.e. EMS, Law Enforcement and Military for emergency related events on our electrical system.
- Knowledge of how to use satellite phones.
- Knowledge of how to use Hoot and Holler phone for immediate contact with Seminole Electric.
- Coordinates with System Control Manager for departmental training.
ADDITIONAL JOB FUNCTIONS:
Provides assistance to other employees or departments as needed.

ABILITIES AND SKILLS
RELATIONSHIPS:
- Seminole – Coordinates in matters pertaining to PRECO distribution, distribution generation, load transfers, major outages, load shedding, under frequency events and numerous reports.
- Duke Energy – Coordinates in matters pertaining to PRECO substations and distribution lines.
- FPL – Coordinates in Matters pertaining to PRECO substations and distribution lines.
COGNITIVE:
MATHEMATICAL REQUIREMENTS:
- Basic Mathematical skills
LANGUAGE REQUIREMENTS

POSITION REQUIREMENTS
EDUCATION:
- High School Diploma or equivalent
- Associate’s degree in electrical power related discipline is preferred. Experience may be substituted for required education at Management’s discretion.
EXPERIENCE:
No experience necessary but at least (3) three years experience as a Journeyman Lineman, Substation Technician, Meter Technician, Service Technician, System Control Dispatcher or related field services preferred.
Safety:
- Maintain first aid and CPR certification.
- Demonstrate knowledge of PRECO safety rules, regulations, policies, practices and procedures.
- Utilize all PRECO tools and equipment in a safe and efficient manner.
- Report to appropriate personnel immediately any safety hazards involving PRECO equipment.
- Use all required safety protective equipment.
