Here at the South Florida Water Management District Survey Section, we have the opportunity to work on a multitude of various projects. Many of these projects are highly technical in nature requiring a strong background in the modern methods of data collection. These methods include Unmanned Aerial Systems, Hydrographic Survey Vessels, and other tools in conjunction with GNSS equipment. These datasets also require specialized knowledge of how to practically put them into a useable map or report utilizing various software platforms such as AutoCAD Civil3D and ArcGIS Pro, HYPACK, Global Mapper, Trimble Business Center, etc. We’re looking for an energetic, self-motivated, and enthusiastic individual to fill this role. This is an individual role working with a team of seasoned staff who support the agency's core mission of flood control, restoration, and water supply through high-quality survey efforts and state of the art equipment. Incumbent will serve as the lead UAS pilot for the Survey Section, as well as take the lead for technical CAD drafting of Digital Terrain Models and high-quality profile views. This role will take datasets from remotely sensed projects, or conventionally collected projects, process the data, and produce a deliverable independently with minimal supervision.
Incumbent will ensure the team's collection methods and plan are based on attainable deliverables, best utilization of technical and financial resources and will eliminate redundancies and non-value-added work efforts. Manages resources strategically and tactically to assure execution and alignment of team operations with bureau or office level business plans and strategies. Reprioritizes workloads and reallocates resources to effectively respond to unplanned events, critical operations and/or special work requests. Incumbent consistently demonstrates a blend of technical expertise and leadership effectiveness to direct reports, as well as to all staff within the Survey Section, Bureau, and Division.
Technical expertise includes advanced proficiency with AutoCAD Civil3D, GIS software such as ArcGIS Pro, Global Mapper, Trimble Business Center, HYPACK, Microsoft Office Suite including Excel, Word, etc. Incumbent will work with other members of the Survey Section with adequate information to understand the task at hand, collect the appropriate data, as well as review collected data to stay informed the team’s progress throughout a project. Provides effective leadership or mentorship to assist in furthering the Survey Section’s goals through working strong knowledge of modern collection methods and the appropriate alignment of staff's expertise/credentials to achieve the section's work products in the most effective and efficient manner.
Incumbent will stay abreast of industry trends and developments and has access to the appropriate training sessions to develop/enhance technical competence. Effectively manages internal and minimal external (consultant) survey projects and relationships including usage, costs, and quality of work product, with minimal supervision. May also assist in Survey reviews of deliverables, scopes of work, or other Survey item.
Incumbent may represent the Survey Section on District taskforces, inter-agency meetings, or at public forums. May act on the Bureau or Survey Section Administrator or Chief's behalf with all levels of agency executives.
Employment Guidelines:
Bachelor's Degree in a related discipline with a graduate level preferred and 6+ years’ experience that
demonstrates measurable career progression in discipline and leadership roles that can be directly applied to support the District's strategic goals and objectives. Prior experience attained from either internal and/or external jobs.
Licenses / Certifications:
Valid State of Florida Driver's License is required.
FAA Part 107 Certification is required.
Certified Survey Technician Level 1 – 4 is preferred.
State of Florida Professional Surveyor and Mapper (PSM) or working toward is preferred.
Physical Requirements / Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
