About the Job
The County of Riverside's Flood Control and Water Conservation District has multiple opportunities for a Survey Project Manager (SPM) that will be assigned to the Flood Control Division.
The Survey Project Manager will plan and organize workflows and processes as well as delegate work. The incumbent will support the division's operation and objectives by managing resources for the office and field to meet production deadlines. The SPM will proactively develop and manage staff and oversee projects in one or more fields including: Right of Way Engineering and Mapping, design surveys, construction, ALTA Surveys, Topographic Mapping, Boundary Resolution, Records of Survey, Legal Description preparation and GPS Control Surveys.
The Department desires candidates that have experience managing multiple projects, maintaining QA/QC checks of work products, tracking budgets and schedules, and managing and seeing projects to successful completion. The candidate will also have experience preparing scopes of work with associated fees and schedules, preparing presentations, proposals, preparing RFP's and RFQ's, and assisting with recruiting, retention, and interviews.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.
EXAMPLES OF ESSENTIAL DUTIES
• In a managerial capacity, plan, organize, assign, manage, and review the work of sections engaged in all aspects of land surveying and related activities which may include, but is not limited to, geodetic and cadastral surveying, right of way engineering, planning and map checking, processing street name requests, and providing information to the public.
• Coordinate survey methods to obtain desired accuracy, meet legal requirements, make project deadlines, and ensure the suitability of surveys for intended purposes.
• Interpret laws, rules and regulations pertaining to survey functions, and provide recommendations on highly complex or controversial legal interpretations as they apply to survey related matters.
• Coordinate work with other departments and outside agencies; prepare budget estimates; testify as an expert witness in courts and hearings; prepare complex technical reports; review and sign legal documents.
• Provide administration and technical supervision of staff engaged in, but not limited to, the implementation, coordination and examination of general surveys, and oversight of the creation of Community Service District's (CSD), Community Facilities District's (CFD) and Landscape and Lighting Maintenance District's (LLMD) as they relate to subdivision maps; assist in developing division policies and procedures.
• Resolve personnel issues or provide recommendations for corrective action; evaluate performance of subordinate staff; direct recruitment procedures and make selection recommendations.
• Plan, organize, direct, and review the work of staff and consultants involved in the planning, scheduling and administration for the surveying, mapping, land acquisition, and utility work associated with major Public Works projects, in addition to staff involved in the review and processing of records of survey, plats, legal descriptions, and right-of-way maps.
• Prepare, manage and monitor project budgets and schedules; plan, prepare and participate in consultant selection; negotiate the scope, budget, and schedule with consultant firms involved in Public Works Projects and Programs; manage a database for on-call consultants to aid with issuing task orders, contract amendments and budgets; prepare and negotiate service agreements and amendments; review and approve consultant invoices for payment; prepare Form 11's.
• Direct the inspection and evaluation of contract or other surveying and mapping work, or land acquisition services and enforce conformity to specifications; coordinate with the department engineering project managers, surveying and mapping staff to periodically review and revise cost estimates.
• Foster and maintain respectful relationships; negotiate and resolve conflicts; mentor staff and ensure compliance with all rules, policies, guidelines, and procedures as they relate to Public Works construction or improvement projects.
MINIMUM QUALIFICATIONS
Experience: Five years of supervisory or administrative experience over a staff involved in Public Works construction or improvement projects such as, but not limited to, civil engineering, land surveying, digital mapping, or storm water projects.
License: Possession of a valid license as a Land Surveyor issued by the California Department of Consumer Affairs, Board for Professional Engineers, Land Surveyors and Geologists is required.
Knowledge of: Legal and technical principles and practices of land surveying; laws, rules and regulations pertaining to survey points, subdivisions and records of survey; photogrammetric techniques; pertinent local, state and federal standards and funding considerations; functions and relationships of the local, state and federal governments, and their impact on division organization, budgeting and personnel management.
Ability to: Plan, organize and direct the work of staff; direct the preparation of legal records; prepare comprehensive reports and recommendations; analyze complex technical and administrative problems and adopt an effective course of action; make effective presentations; participate in a variety of meetings and conferences with other governmental agencies and the public; establish and maintain cooperative working relationships with others.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
