This position is part of the Air Force Elements, U.S. Transportation Command (USTRANSCOM) in the Program Support Division within the Acquisition Directorate located at Scott AFB, IL. Responsibilities USTRANSCOM's mission is to conduct globally integrated mobility operations, lead the broader Joint Deployment and Distribution Enterprise, and provide enabling capabilities to project and sustain the Joint Force in support of national objectives. The Program Executive Office (PEO) Support Division helps to facilitate USTRANSCOMs mission providing technical and cybersecurity support to 14 unique mission systems. The PEO is on the path of transforming implementing cloud migration, application modernization, and in a Development Security Operations (DevSecOps) pipeline. As an employee at the USTRANSCOM you will get the opportunity to support the modernization of 14 unique mission systems and their migration into a DoD cloud DevSecOps environment with Amazon Web Services (AWS). You will be provided opportunities to advance and/or develop your skills in cybersecurity, agile software development, microservice design and cloud technologies. You will be provided several flexible work schedules to choose from that include being able to set your own telework schedules from your home within the local area. Some of the duties that you will be performing within the PEO Support Division are as follows: Serves as the Chief of the Engineering and Technical Management Branch, providing systems analysis in accordance with IT and cyber governance to improve the Command's information system robustness and resiliency. Provides systems analysis for information systems managed within the USTRANSCOM Program Management Office and supports the Acquisition Directorate Program Executive Officer and PEO Staff. Manages the technical requirements of all PEO Programs of Records acquisition program deliverables to ensure that they conform to documented requirements prior to government acceptance. Assesses information security products and services delivered to the government for compliance with statutory and regulatory requirements. Provides technical expertise to each phase of the software acquisition life-cycle for the Command's Information Technology programs and projects Requirements Conditions of Employment Qualifications You may qualify at the NH-III if you fulfill the following qualifications: One year of specialized experience equivalent to the NH -III (GS-13) grade level in the Federal service, military or private sector: Interpreting and applying Federal and DoD acquisition laws and policies. Creating, reviewing, and delivering governance documentation, strategies, roadmaps, charters and standards. Providing technical expertise in the acquisition of IT Hardware and/or software. Developing coordinating, and executing strategic correspondence for General Officers or corporate leadership. Knowledge of the Software Development Lifecycle, Agile, and Development, Security, and Operations (DevSecOps) principles is highly desirable. A Master's Degree in Computer Science, Information Systems or cyber security related field is highly desirable. Completion of Professional Military Education (PME) - Senior Developmental Education (SDE) or Joint Professional Military Education II (JPME II) is highly desirable. Understanding of DevOps processes and tools is highly desirable. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for the NH-III grade level. Additional Information This position is part of the Acquisition Professional Development Program (APDP). The employee is expected to meet the functional area certification requirements within the timeframe range of 1 - 5 years from appointment date into the position. This position is designated a CRITICAL Acquisition Professional Development Program (APDP) position (CAP) Category: N-Engineer and Technical Management, Level: Practitioner. Incumbent must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements. Further, you will be required to sign a written agreement to remain, for a minimum of three years, in the federal service with the Department of Defense in this critical acquisition position. The obligation incurred by this agreement will remain in effect unless and until waived. In signing such agreement, you do not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification could result in removal from this position. Employee must meet continuing education and training requirements for IA certification. Failure to maintain the proper IA training could result in removal from this position. This is a cybersecurity position. The employee must attain and maintain the appropriate DoD approved cybersecurity baseline Certificate(s) applicable for cybersecurity functions required for the DoD position held, within six months of filling the position, IAW DoD 8570.01-M or DoD 8140.
