Supervisory IT Specialist - National Oceanic and Atmospheric Administration

Summary This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration's (NOAA),National Marine Fisheries Services (NMFS), Greater Atlantic Regional Fisheries Office (GARFO), Technology and Data Management Division (TDMD) with one vacancy in Gloucester, MA. Responsibilities As a Supervisory IT Specialist, you will perform the following duties: Oversees the IT infrastructure life cycle including research, implementation and maintenance of cloud services ensuring all systems and network meet security compliance benchmarks. Acts as task manager for all applicable contracts within the IT Infrastructure and Operations Program office. Supervises the IT help desk, Information Systems Security Officer and the System and Network Administration functions. Provides staff with training and guidance regarding project management methodologies and processes. Oversees and assists when necessary in the design, implementations and security of hardware/software components of workstations, servers and storage through build documentation and standard operating procedures. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14. NOTE: * A one year supervisory probationary period may be required. * Payment of relocation expenses is not authorized. * This position is not in the bargaining unit. AND SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for the ZP-4 (GS-13 level): Specialized experience: At the ZP-4 (GS-13): Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following: Advising on IT policies and procedures with regard to management, acquisition, and use of information technology resources; Advising on investments in computer equipment, software and services; and Providing guidance on infrastructure design techniques, systems implementation and systems life-cycle management. Education There is no education requirement/substitution for this position.
