As a Supervisory Health Scientist Administrator (Program Officer), you will perform the following tasks:
Manage and coordinate all functional requirements of the organization in an Extramural Division.Supervise Health Scientist Administrators, other scientists, and support staff.Enforce general personnel management policy with regard to leave granting, recommending promotion, employee counseling and disciplinary action.Build a cohesive work unit, relying on principles of human resource management.Manage workload and project priorities and ensure timelines are adhered to.
As a Supervisory Health Scientist Administrator (Scientific Review Officer), you will perform the following tasks:
Provide policy direction and coordination for the planning and execution of initial scientific and technical review conducted within the Institute in an Extramural Division.Supervise Health Scientist Administrators, other scientists, and support staff.Utilize scientific knowledge and expertise to perform a variety of management functions associated with the scientific peer review of IC research and research training support activities and other contract activities.Manage the initial scientific and administrative review of grant, program project grant, and training grant applications as well as research project applications submitted in response to requests for applications.Appoint and manage review panels, including the identification of qualified reviewers to evaluate all applications and proposals.Assemble a balanced group of experts and consultants, based upon own knowledge as a scientist and any recommendations from IC and NIH program officials.Establish the criteria and standards for the review panel to follow based upon expert knowledge of the relevant scientific fields, NIH, and IC review policies and procedures.Provide information to the consultants on each committee assembled as a basis for reviewing and evaluating grant applications, contract proposals; collect and provide essential information for committee members.Prepare summary statements of review committee findings and recommendations for use by the IC advisory committee; attend committee meeting and respond to impromptu questions related to the review of the assigned application.Requirements Conditions of EmploymentU.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.Employment is subject to the successful completion of a background investigation, verification of qualifications, completion of onboarding forms, submission of required documents, and any other job-related requirement before or after appointment.Applicants must meet all qualification requirements by the closing date of this announcement.Males born after December 31, 1959, must be registered with the Selective Service.These positions have a positive education requirement. QualificationsBasic Education Requirements: Successful completion of a bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained).
In addition to the education requirements, to qualify at the GS-15 level you must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service obtained in either the private or public sector. This experience must meet either the Direct/Independent Research OR the Research Administration/Extramural sections below.
A. Direct/Independent Research Qualifying Experience - Applicants must meet all experience requirements in this section:responsible for managing large and diverse health-related research programs having national or international collaborations, scope, and impact;responsible for the development of plans to resolve major organizational and operational problems, and the allocation of funds among competing programs;recognized as a distinguished scientist with major research experience and accomplishments, including membership in prestigious national professional organizations or societies;served as an organization's representative on permanent and ad-hoc committees established to evaluate research issues; andpublished extensively in leading scientific journals.Typical qualifying positions include Professor and/or Department Chair, Laboratory Chief, Director of Research or equivalent.
B.
