DutiesYou will be responsible for the leadership and overall program management, development and execution of your business line.You will guide long range planning and strategic response for Public Works.You will serve as the senior Public Works executive of the Command.You will be responsible for the leadership in the business line and the execution of the NAVFAC Program and plans.You will be responsible for standardizing and improving production and work management processes.You will develop policy related to business line P and S and advocates for technical standards of quality and criteria to meet client expectations and compliance with government statutory requirements for all business line products and services.You will be responsible for workforce shaping and community management for employees in support of the Command's engineering expertise as the Navy's shore technical systems Command.You will be responsible for the technical competencies, training, recruitment and retention of the PWBL workforce consisting of wage grade, General Schedule, military, and contractor personnel (sometimes non-US citizens).You will coordinate with Command leadership for the technical competencies, training, recruitment and retention of the enterprise-wide technical engineering workforce located outside the PWBL.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. QualificationsThis position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) overseeing and coordinating Public Works Business Line including engineering services such as facility energy management, facilities condition assessments, facility certification (e.g., boilers, vertical transportation equipment/elevators, back flow preventers, unfired pressure vessels, and weight handling equipment), and production management services (e.g., specification/task order development, facility support contract inspections, preventative maintenance program management, and integrated project list management); 2) overseeing and coordinating facilities sustainment and services such as fixed price projects, building, utilities production, utilities operations, facilities/utilities repair & construction, recurring/preventive maintenance, and emergency services; 3) managing facilities support contracts; 4) ensuring adherence to program policies, processes, and practices; and 5) managing diverse groups of trades/technical/professional personnel to accomplish the execution of high profile programs/missions.
