About the Job
The Riverside County Sheriff's Office is seeking to fill a Supervising Facilities Project Manager vacancy for their Project Management Office in Riverside. This position will plan, organize, and direct the work of a team providing technical management for a variety of major County facility construction, alteration, and repair projects and architectural-engineering studies, including space management and facilities or furnishings planning and implementation; to perform construction design; to assist in the administration of construction contracts.
The most competitive candidates will possess project management, construction management, and construction cost estimate development experience. Candidates with knowledge and experience utilizing Microsoft Project, as well as experience working in a governmental agency are preferred.
The Supervising Facilities Project Manager is the full supervisory classification in the Facilities Project Manager series. Incumbents supervise the work of assigned subordinate Facilities Project Managers in the development of County facility construction projects, including new facilities and major alterations, additions and renovations of existing facilities from development of initial conceptual, schematic drawings through the final acceptance of construction and the warranty period (exclusive of road, parks and flood control projects).

EXAMPLES OF ESSENTIAL DUTIES
• Supervise a staff of Facilities Project Managers in the development and implementation of projects; assign work and oversee projects assigned to subordinate staff; supervise the development and implementation of projects to ensure project design is compatible with County needs.
• Review project concept proposals and cost estimates for completeness, accuracy and adherence to standards; prepare Requests for Proposals and assist in the selection of architect-engineering (A-E) firms for designs and/or studies.
• Communicate County needs and desires to A-E and construction firms; review and analyze A-E firm design/study submittals for compliance with County and engineering standards and for appropriate design applications; prepare recommendations relative to complex A-E firm design and material submittals.
• Monitor construction management and inspection efforts of A-E firms; resolve conflicts between cost and technical constraints, legal and regulatory requirements and user needs.
• Prepare and/or copy construction design documents, including specifications and drawings for building projects; conduct research and feasibility studies.
• Prepare correspondence and reports as needed.
• Conduct hiring interviews and evaluate performance of subordinates.
MINIMUM QUALIFICATIONS
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in engineering, architecture, construction or business management, business administration, or a closely related field to the assignment.
AND
Experience: Four years of professional level engineering, construction or project management, which included two years of advanced technical management for a variety of complex public sector facility construction, alteration and repair projects and responsibility for design, planning budget analysis and cost estimation equivalent to the Facilities Project Manager III with the County of Riverside. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full time experience.)
OPTION II
Certificate: Possession of a Project Management Certificate.
AND
Experience: Seven years of professional level engineering, construction or project management, which included responsibility for the design, planning, cost estimation, budget analysis, and construction of a variety of buildings and/or public facilities equivalent to the Facilities Project Manager III with the County of Riverside. (Additional qualifying education in engineering, architecture, construction or business management, or a closely related field to the assignment may substitute for the required experience on the basis of one year of experience equaling 30 semester or 45 quarter units of education.)
ALL OPTIONS
License: Possession of a valid California Driver's License.
Knowledge of: The principles of architectural design and facility construction; structural, electrical and mechanical engineering construction; materials used in facilities construction; Uniform Building Codes, local, state, and federal building construction regulations, and other pertinent safety or construction requirements; building construction cost estimating and contract change order negotiations; budget preparation; principles of personnel management and supervision.
Ability to:Plan, organize and direct the work of a facilities construction unit; lay out and supervise the work of professional construction architect/engineers; develop and evaluate design and construction standards and criteria; coordinate the development of construction projects through completion; understand, interpret, apply, and enforce codes, regulations, specifications, schedules, and contract provisions; perform calculations used in construction design and cost estimating; communicate effectively; establish and maintain effective working relationships with architects, engineers, contractors, and various public officials.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
