The Riverside County Office of Economic Development is seeking a Supervising Development Specialist, assigned to the Economic Development division in Riverside.
The incumbent will be responsible for work in the below fields:
- Data Collection and Analysis: Gathering demographic data from various sources, such as census reports, surveys, subscription-based resources, and market research studies. Then analyzing and interpreting this data to identify trends, patterns, and insights relevant to the department's and county's objectives.
- Mapping and Visualization: Creating high-quality maps and visualizations using GIS software.
- Geographic Analysis: Acting as lead over staff that may perform geographic analysis using demographic data to identify regional and county trends, opportunities, and potential market expansion areas.
- Data Visualization: Creating visually engaging and informative charts, graphs, and maps to communicate demographic findings to department and stakeholders.
- Data Privacy and Compliance:Ensuring compliance with data privacy regulations and ethical practices when handling demographic data.
- Web GIS and Web Development: Acting as lead over staff with experience in developing and maintaining web-based GIS applications and proficiency in web development languages like HTML, CSS, JavaScript, and APIs (e.g., ArcGIS API for JavaScript).

The Office of Economic Development has several units that aggressively promote Riverside County and its business development opportunities, including Economic Development, International Business Office, Libraries and Special Districts. The overarching goal of the department is to facilitate regional economic development efforts that promote job growth, investment, entrepreneurship, and innovation; the office also creates a business-friendly climate that supports the efforts of the private sector.
EXAMPLES OF ESSENTIAL DUTIES
• Create high-quality maps and visualizations using GIS software.
•Create visually engaging and informative charts, graphs, and maps to communicate demographic findings to department and stakeholders.
• Provide leadership over staff who perform technical and analytical program/project related work activities based on department assignment or plan; organize and direct projects to ensure adequate program/project management functional support of large-scale projects and/or key program initiatives.
• Determine impacts and monitor projects; provide recommendations regarding projects and present justification to administration.
• Maintain working relationships with federal, state and local agencies, County departments, community groups, and private-sector businesses and developers.
• Maintain program linkages with training institutions, employers and community service agencies.
• Compile and compare project statistical data with established program goals.
• Prescribe procedures and methods, schedule and assign tasks, monitor progress, review results, and be responsible for completion of tasks by others.
• Provide technical advice to businesses, developers, employers, County departments, and staff.

MINIMUM QUALIFICATIONS
OPTION I
Experience: Two years as a Development Specialist III with the County of Riverside with at least one year in a lead capacity. (A master's degree from an accredited college or university in a job-related field similar to that utilized within the County of Riverside Office of Economic Development may substitute for one year of the required non-lead experience.)
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree.(Additional professional, technical or senior clerical experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development may substitute for the required education on the basis of one year of qualifying full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Four years of professional experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development with at least two years in a lead or supervisory capacity. (A master's degree from an accredited college or university in a job-related field similar to that utilized within the County of Riverside Office of Economic Development may substitute for one year of the non-lead/supervisory required experience.)
EXAMPLES OF OFFICE OF ECONOMIC DEVELOPMENT/HOUSING, HOMELESSNESS PREVENTION & WORKFORCE SOLUTIONS, FACILITIES MANAGEMENT FIELDS: Economic development; housing and community development; commercial development; real estate; facilities management; community services (e.g., parks, community centers, or lighting, water, and utilities programs), workforce development (e.g., employment programs or job training programs); eligibility or social programs; finance; contract monitoring/management; environmental or sustainability programs; foreign trade; public relations; marketing; fund raising; film; aviation; human resources; museums; and libraries.
ALL OPTIONS
License: Possession of a valid California Driver's License is required.
Knowledge of: Principles of public administration and personnel management; techniques of administrative and budgetary analysis; federal regulations for the Community Development Block Grant Program and housing programs; the purpose and structure of public job training programs; local employment practices, conditions and needs; community resources and the training and educational services being provided; vocational and employment counseling techniques; qualifications necessary to fill jobs in various employment sectors; laws and regulations governing the funding and operations of publicly funded training programs.
Ability to: Research, compile and analyze economic, industrial, housing and community development, or job training information, and recommend effective courses of action; organize factual materials and perform research and analysis in developing reports and promotional literature; write grant proposals; provide technical assistance and consultation service to government organizations and community agencies and groups; monitor program operators' compliance with contracts; establish and maintain effective relations with business representatives, civic groups, the general public, and co-workers; exercise tact and discretion in communicating material of a sensitive nature.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
