This position requires 10+ years of private sector contract / subcontract experience, with a minimum of 5 years of professional experience in engineering/construction subcontracting activities for the oil and gas industry. Reporting to the Director of Contracts, this role will manage all phases of the project subcontracts development process, including preparation of subcontracts plan, bidders' pre-qualification, subcontracts formation, risk assessment, execution, change management, reporting and formal close-out. This role will also focus on establishing good contractual relationships with subcontractors, facilitating a safe closure of the subcontracts and avoiding any litigation/claims, while preserving company interests and priorities.
Key Responsibilities:
The Subcontracts Manager will be primarily responsible for:
Working as part of the Project team in developing and forming subcontracts.
Managing all phases of engineering and construction subcontracts, including pre-qualification, formation, execution, and close-out.
Creating and maintaining project subcontract plans.
Sourcing potential subcontractors and performing bidder's qualification, using Air Liquide's approved systems such as Avetta and in collaboration with HSE and QA/QC teams.
Ensuring proper technical inputs needed for the award of subcontracts are timely received from proposals and project technical teams, avoiding to the extent possible any post-award changes.
Creating and issuing RFQs, adding value to the scope of work, technical documents, and project schedule.
Soliciting and ensuring proper review of RFQ package documents for completeness prior to issue.
Receiving and analyzing proposals, negotiating the terms of the subcontracts with the support of the project and legal teams.
Taking the lead on all bid clarifications and negotiations, following Air Liquide guidelines and procedures.
Obtaining NDAs and MHH agreements from bidders/subcontractors, as required.
Conducting subcontracts pre-award and project kick-off meetings.
Preparing, with the collaboration of the project team, the Subcontract Bid Assessment & Recommendation for award (SBAR) to be reviewed and approved by management.
Subcontract execution/formalization, following Air Liquide DOE, Guidelines and Procedures.
Ensuring all required subcontractor insurance is in place prior to the performance of any work.
Handling all formal communications with subcontractors and maintaining detailed communication logs.
Attending Site meetings, as required.
Working closely with the project team to maintain the project schedule and budget.
Reviewing subcontractors reports and issuing weekly/monthly reports to the project team.
Overall Change Order management.
Performing subcontracts risk assessment.
Monitoring and reviewing invoices from subcontractors.
Obtaining Lien releases and completion certificates from subcontractors.
Contributing to a positive work environment that fosters the success of a high performing Project Subcontracts team.
Resolving issues related to subcontract processes, escalating unresolved issues to the Director of Contracts.
Working closely with the Project Manager/Project Director and Director of Contracts to avoid and handle subcontractors' claims.
Providing support to the legal team in case of any litigation/claim from subcontractors.
Preparing the subcontractor close out evaluation form.
Ensuring timely closeout of subcontract files.
Assisting subcontract team in critical and expedited contract requirements, as necessary.
Steward contract relationships.
Respond to subcontractor and project inquiries.
All activities related to proper subcontracts management.
Qualifications and Education Requirements:
High school diploma or GED, Bachelor's degree is preferred.
Qualifications, Intelex, SAP Experience, Excel Knowledge, Certified Project Manager, Excel, Google Suite
Minimum 10 years of professional experience with contract / subcontracts.
Minimum 5 years of professional experience in engineering/construction subcontracting activities for the oil and gas industry.
Strong written and verbal skills.
Willingness to travel and perform Site visits (up to 25%).

Pay Range:
The pay range for this position is $43.50 per hour; however, the pay offered may vary depending on job-related knowledge, skills, and experience. This pay information is provided pursuant to applicable law and is based in part on market location.
