Job Description
Seeking highly a skilled and motivated Subcontracts Administrator to administer Federal Acquisition Regulation (FAR) compliant subcontracts with multiple contract types. Oversees and performs the full range of procurement and administration activities associated with subcontracting work on a project. Under general supervision, and occasional direct supervision, performs assignments requiring experience and knowledge of standard concepts within their field. Displays core job competencies by analyzing possible solutions using standard procedures while developing advanced skills.
RESPONSIBILITIES:
Developing and sustaining long-standing relationships with company-approved vendors (subcontractors).
Develops RFP solicitations, solicits, receives, reviews, and negotiates subcontractor proposals.
Sourcing suppliers and maintaining long-lasting relationships with them as well as existing suppliers.
Negotiating price, quantity, and delivery schedules with suppliers. Working with legal counsel to ensure that all contracts relating to product procurement contain all details of the negotiation.
Manages the bid/proposal evaluation and selection process by performing commercial evaluations/price analysis and incorporating technical evaluations.
Prepares subcontract document; and assures compliance with Government and Company requirements; Obtains appropriate approvals prior to issuance.
Develop processes to routinely access track, evaluate and document subcontractors’ quality, execution, and performance; Elevate subcontractor performance issues to supervisor/manager.
Protect the company’s interest and ensure compliance with company policies, legal and regulatory requirements.
Implement FAR, DFARS, and other Contractual requirements as related to subcontracts.
Review and administer subcontracts to ensure satisfactory progress and compliance with terms and conditions of the subcontract, and to identify problems that threaten contractor performance; collect end-user feedback and identify areas requiring improvements or corrective action; recommend actions when subcontractor is not in compliance with subcontract clauses and provisions, or require subcontractor corrective action plan
Manages subcontract funding, modifications and change orders in support of customer demands and all other aspects of day-to-day subcontract administration.
Conducting interviews with new vendors and informing approved vendors of their responsibilities and obligations
Establishing standards by which to assess the performance of approved vendors.
Evaluating current vendor management programs and identifying ways to improve them.
Analyze and independently resolve or coordinate resolution of technical and administrative problems involving subcontracts.
Regular interaction with Program Management, Small Business Liaison Officers, Finance & Accounting, IT Management and Executives.
REQUIRED SKILLS AND QUALIFICATIONS:
Candidate must have bachelor’s degree in Business Administration, Supply Chain, or a related field with 4+ years of related work experience; in lieu of degree, candidates with 10+ years of relevant work experience will be considered.
Good understanding of FAR and DFARS regulations and how they relate to subcontract management.
Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects with limited supervision in a fast-paced environment.
Excellent written and verbal communication skills and be able to adapt to changing work efforts and manage shifting priorities.
Ability to develop and maintain professional relationships with peers, vendors and customers, and contribute to a professional work environment by demonstrating integrity, teamwork and a positive attitude.
Proven experience in sourcing processes. Proficiency in Microsoft Word, PowerPoint, Excel, and Outlook.
PREFERRED KNOWLEDGE AND QUALIFICATIONS:
Bachelor’s degree in Business Administration, Logistics, Supply Chain or related field.
Strong understanding of information technology preferred
Certified in Logistics, Transportation, and Distribution (CLTD) a plus
