EssentialDuties/Responsibilities (may include, but are not limited to):
- Develops and oversees subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems, in the field and office, in support of development, production and global sustainment for multiple contract types.
- Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.
- Negotiates and coordinates additions, deletions, or modifications to subcontracts.
- Participates with contracts administration and purchasing to develop subcontract policies and procedures.
- May sign supplier agreements and purchase orders within established authority.
- Comprehensive knowledge of principles, concepts and techniques in civil and/or environmental engineering, with knowledge of environmental regulations and local utility codes.
- Skill and ability to perform highly complex and critical tasks and to solve complex problems.
- Ability to have major impact on organizational success and productivity, with considerable latitude for independent judgment.
- Ability to communicate effectively at the highest levels.
- Ability to lead substantial proposal and marketing initiatives.
- Ability to develop and lead large sized projects, including defining scope, objectives and methods.
- Can be viewed as a capable independent contributor and as competent within the broad discipline.
- Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
Education and Experience Required:
Bachelors' degree in appropriate discipline; however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
The career level of the position will be determined by the years of relevant experience, knowledge, skills, and abilities; after a candidate has been chosen.
Working Conditions and Physical Requirements:
While performing the duties of this job, the employee is regularly required to talk or hear. The noise level in the work environment is usually quiet to moderate. At least 60% of the time will be spent in an office environment working at a computer and sitting.
The employee exerts up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. The employee is frequently required to stand; walk; sit; use hands to handle or feel, and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision and distance vision.
