We seek an experienced Subcontract Manager to lead subcontracting operations for a small to medium sized team. This role will focus on managing subcontract staff, ensuring compliance with federal regulations, and maintaining current and compliant templates and procedures in accordance with CPSR and internal practices. The ideal candidate will possess strong leadership skills, knowledge of the FAR, and strong independent problem-solving skills. This is a hybrid role.
The Subcontract Manager will have demonstrated experience and ability to oversee and perform daily management of a team and successful execution and delivery supporting business requirements.
Key Responsibilities:
- Leadership and Guidance: Oversee, train, and mentor staff. Manage staff workflow and priorities while delivering high-quality content in a fast-paced environment. Seek opportunities to maximize efficiency with team impact and/or organization-wide impact. Provide guidance to staff regarding subcontracting processes, Legal concerns, identification of risks, and CPSR compliance issues and practices.
- Collaboration and Communication: Ability to facilitate daily activities remotely or in an office environment, depending on assignment. Work with business programs, compliance, Legal, SBLO and others to execute and maintain subcontracts. Problem-solve while exercising ethical judgement. Form and maintain strong business relationships with critical first tier subcontractors.
- Negotiations: Lead difficult/complex subcontract negotiations to achieve favorable outcomes for business and enterprise objectives. Identify risks, opportunities, potential impacts, and mitigation solutions. Support negotiation of NDAs and TAs.
- Working Management: Daily project management and organizational skills. Self-starter with ability to successfully interface with all levels of internal management. Accountable for teamwork product quality and compliance, including subcontracts, subcontract modifications, ATPs and other subcontract contractual documentation and transactions. Support the issuance of RFPs to prospective subcontractors and perform price analysis. Coordinate with other departments, support strategic initiatives, and effectively communicate information to bolster team success.
- Operations: Lead a team responsible for maintaining high volume and high-quality product. Solve urgent operational challenges through root cause analysis. Service Level Agreements and/or Operational Level Agreements may apply. Contribute to the designs and development of processes to monitor and measure business performance. Measures and monitors demand, prioritization, and output to ensure successful delivery of subcontract activities.
Here's What You Need:
- U.S. Citizenship
- Bachelor’s Degree
- 7 years of experience in a Federal Government contracting environment
- 5 years Subcontracts experience
- 2 years of experience working under a DCMA approved purchasing system
- 1 year of experience managing a team
As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Maryland, New York, Washington, and the District of Columbia. The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set and level of experience.
