A.3.9 Structures Manager
The Structures Manager plays a critical role in overseeing structural maintenance projects during heavy checks, ensuring compliance with relevant manuals and regulations. Key responsibilities include:
- Oversight and Compliance: Ensure adherence to structural manuals, FARs, and RSQCM procedures.
- Collaboration: Work closely with the Director of Maintenance Operations and Director of Quality Control to align with the company's schedule and financial objectives.
- Resource Management: Ensure the Structures Supervisor has the necessary engineering requirements, parts, materials, and tooling.
- Workforce Coordination: Collaborate with Project Managers to allocate the right workforce for each project, meeting planned goals.
- Reporting: Provide detailed reports on structural work to Project Managers for customer updates, ensuring customer needs are met.
This role is contingent on the operational needs of the facility, with duties shifting to Project Managers and the Structures Supervisor when not required.
The Structures Manager has the authority to:
- Direct all Structures Department personnel in accordance with Avmax policies and procedures.
- Take disciplinary measures concerning personnel in the structures department (excluding termination).
- Override the decisions of the Supervisor/Lead Technicians, as necessary, to direct internal department corrective action within each project.
Key Performance Indicators / Duties & Responsibilities:
- Function as a Supervisor/Lead Technician if a Supervisor/Lead Technician is not available to support a heavy check project.
- Must be certificated under 14 CFR Part 65 for the work being supervised.
- Will not function as a Quality Control Inspector under any circumstances.
- Ensure timely accomplishment of repairs in accordance with the manufacturer's instructions and repair station policies and procedures.
- Ensure that structural tasks are evaluated in a timely manner.
- Ensure that structural tasks have proper manhour estimates established, documented and if required approved by the OSR.
- Ensure that all parts and tooling required to accomplish structural tasks are available, either on site or ordered as required.
- Report deficiencies and corrective action regarding heavy check projects and the hangar.
- Monitor the progress of aircraft repairs to ensure efficient and economical procedures are utilized.
- Ensure that personnel under his or her jurisdiction are qualified for the work to which they are assigned.
- Ensure that personnel are performing maintenance to manufacturer's approved standards, using approved data or information identified as acceptable to the administrator.
- Coordinate inspection and repairs with the Director of Quality (or designee(s)), as required, ensuring accurate communication related to aircraft airworthiness and safety of operations.
- Consult with assigned customer or factory representatives for maintenance projects.
- Ensure efficient use of personnel and equipment.
- Provide reports to the Project Managers on the status of parts and work being performed on their projects.
- Maintain necessary administrative records and forms according to Avmax policies and procedures.
- Ensure adequate facilities, tooling, and equipment are available, maintained, and use for maintenance.
- Ensure the hangar, ramp areas, and all equipment under his or her jurisdiction are clean and in an orderly condition.
- Evaluate workforce utilization and maintenance procedures and implement improvements to increase production and efficiency.
- Coordinate with the Director of Maintenance Operations to build a proper Structures technicians work schedule that supports the company's goals.
Qualifications:
- Certified A&P (Preferred)
- Business degree (Desired)
- Prior experience in a Structures Technician leadership role for an MRO or a FAR Part 121 operator conducting heavy maintenance operations.
- Familiar with Microsoft Suite: Excel; Word; PowerPoint
- Ability to create dynamic reports focusing on the department's operational performance and budgets.
- Good knowledge of aviation regulations.
- Demonstrated ability to work well with other individuals throughout the organization.
- Possesses strong fundamental aircraft knowledge.
- Demonstrated capability and competency in field of expertise.
Experience:
- 10 years as a Structures Technician
- 5 years in a leadership role
