Position Summary
The Engineering Department – Stormwater Division is seeking a charismatic, team-oriented individual with strong verbal and written communication skills, who is motivated to perform entry to intermediate level work in the development, implementation, and coordination of all aspects of the City of Manassas Municipal Separate Storm Sewer System (MS4) Program. The selected incumbent will be responsible for assisting compliance efforts with the City MS4 Permit, the VPDES Industrial Stormwater Permits for the Public Works and Utilities Facility, and the total maximum daily loads (TMDL) program.
The hiring range for the position is: $75,316.80 - $103,563.20, DOQ.

Essential Job Functions
The successful applicant will perform a variety of office and field work primarily involving investigation, documentation, and follow-up of stormwater pollution issues and drainage complaints. This position serves as the City’s initial point of contact for citizen stormwater -related questions, so strong communication and customer service skills are required. The successful applicant will be part of a diverse stormwater team that provides a variety of opportunities for special projects and citizen engagement.
Typical duties include:
- Plans, coordinates, and implements inspections and field assessment activities related to the City’s MS4 permit and TMDL program.
- Receives, investigates, and documents stormwater quality/pollution complaints and provides specialized technical knowledge to facilitate remedial actions.
- Conducts general stormwater education and community service programs to employees, residents, and community groups.
- Conducts investigations and sampling programs using approved protocols, evaluating the effectiveness of management programs in reducing pollutants in stormwater discharge, analyzing data, and preparing detailed reports of findings and recommendations for corrective actions.
- Leads efforts to determine easement locations and ownership determination process.
- Manages and implements program tasks related to the Illicit Discharge Detection and Elimination program elements.
- Manages and implements program tasks related to the Pollution Prevention and Good Housekeeping for Municipal Operations program elements.
- Prepares and assembles detailed programmatic information in a timely manner for internal, state, and federal reporting.
- Maintains data, coordinates with other divisions and departments, and prepares and reviews highly technical reports for State and Federal agencies.
- Contributes to biweekly interdepartmental stormwater committee meetings and provides regular updates to the stakeholders regarding the status of the City's MS4 program.
- Assists the Stormwater Utility Asset Manager with site visits for public/private issues related to the stormwater system and compiles information as needed.
- Assists the Stormwater Administrator with day-to-day operations of stormwater capital or maintenance projects, which may include reviewing stormwater plans.
- Exercises specialized knowledge and skills in completing complex tasks to implement elements of the Stormwater Management Program and the MS4 permit.
Minimum Required Qualifications
Bachelor's degree in Environmental Science, Environmental Planning, Civil Engineering, or closely related field is required. Basic knowledge of stormwater management, water quality regulations, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities for this position.
If not certified at time of hire, completion/certification of the following two Virginia Department of Environmental Quality courses within the first 12 months from the date of hire:
- Program Administrator for Stormwater Management
- Program Administrator for Stormwater and Erosion and Sediment Control
PREFERRED QUALIFICATIONS: Experience/knowledge of MS4 programs, engineered stormwater facilities, and reading stormwater plans. Experience with addressing customer service complaints. Experience in local government. Experience with ESRI ArcGIS products required, specific experience using ArcGIS Pro and field applications.
