STATEWIDE DIRECTOR OF BEHAVIORAL HEALTH POSITION SUMMARY:
The Director of Behavioral Health monitors all aspects of Behavioral Healthcare services in the State of Delaware, This includes all programs we provide; Substance Use Disorder, Re-Entry, Mental Health, and Sex Offender Therapy. While reporting administratively to the Vice President of Operations, this position has authority, responsibility, and accountability for effecting and monitoring compliance of behavioral health services with applicable Federal, State, and local regulations, state, or jail contract requirements, and ACA/NCCHC standards. This position coordinates effective administration of behavioral health services as further described below and provides administrative guidance and support to site behavioral health staff and support of regional management.
STATEWIDE DIRECTOR OF BEHAVIORAL HEALTH SCHEDULE:
- Full-Time and will include travel to multiple prison sites in Delaware
- Exempt
STATEWIDE DIRECTOR OF BEHAVIORAL HEALTHMINIMUM REQUIREMENTS:
- Must possess a current behavioral health license at the Master’s level, or higher, in the state of responsibility.
- Master’s degree in social work, counseling psychology, or other similar degree that leads to a clinical license.
- Must hold a Delaware clinical license - i.e., LCSW or LPC. (Note - a LMSW is not considered a clinical license).
- The candidate must demonstrate that they have a minimum of five years’ experience leading a large behavioral health unit/program that encompasses both mental health and substance use disorder services.
- This experience must include administrative duties and direct responsibility for oversight a Mental Health Program.
- Additional experience with serious mental illness and sex offender treatment is preferred.
- Must possess significant suicide prevention and crisis assessment experience.
- Correctional Experience Preferred
STATEWIDE DIRECTOR OF BEHAVIORAL HEALTHESSENTIAL FUNCTIONS:
- Maintains regular communication with the Vice President of Operations to discuss behavioral health priorities and collaborate on projects as assigned.
- Coordinates onsite behavioral health assessment, diagnosis, and treatment of patients referred by the medical or clinical services staff.
- Ensures that behavioral health staff interface with behavioral health staff.
- Reviews written summaries of history, diagnosis, and treatment course.
- Oversees the quality and effectiveness of behavioral healthcare delivery to the patient population.
- Conducts periodic audits of the quality of behavioral healthcare and documents the same according to contract or VitalCore requirements.
- Maintains regular communication with the Statewide Behavioral Health Director and/or site psychiatrists to discuss behavioral health service delivery at each site.
- Conducts on-site visits with Behavioral health teams assessing overall service delivery.
- Guides team in process improvement at least annually, either on site or through tele-video.
- Reviews results of all VitalCore QAPI and Clinical Programs surveys with regard to behavioral health services and provides oversight in the development, implementation, and follow-up monitoring processes.
- Fosters positive relationships with the facilities’ leadership.
- Coordinates and participates in annual peer review of licensed behavioral health staff.
- Provides timely feedback, and if appropriate, coordinates a Technical Advisory Panel or 2nd opinion consultation when required.
- Monitors outcomes under evidence-based clinical guidelines.
- Develops strategic plans in collaboration with Regional Managers.
- Focuses on interpretation of data and confirms development of satisfactory and appropriate action plans.
- Participates in root cause analysis processes related to scope of responsibility.
- Fosters a professional environment among and supports seamless delivery of services by the site behavioral health professionals, psychiatrists, mid-level providers, Regional Directors of Operations, and site Health Service Administrators.
- Develops list of key individuals to effect optimal communication with client contacts and maintains contacts in accordance with company communication plan.
- Maintains availability for any ACA/NCCHC accreditation visits for assigned region.
- Participates in mortality, morbidity, and sentinel event review as required by VitalCore policy or as requested by management.
- In conjunction with the Regional Medical Director, provides behavioral health leadership for the care management program in the region.
- Provide timely feedback in Care Management matters including risk management and training issues.
- Participates on committees as assigned.
- Attends meetings as directed by facilities’ administration.
- Participates in the development of onboarding and training materials for behavioral health processes and workflows.
- Assists with clinical onboarding and training site behavioral health professionals as needed.
- Please note, all behavioral health positions (Mental Health, SUD, etc.), regardless of the title, may be required to assist in the coverage of late nights (weekdays until 8:00pm) and weekends (until 4:30) per the language in the contract. VitalCore values all staff and works to accommodate desired schedules when possible but at times there may need to be modifications, therefore, agreed upon schedule at the time of hire is subject to change to meet the needs of the clients, the DOC, and the contract.
