  Job Summary
  
  Join the Leadership team at the Minnesota Department of Health (MDH), as a Strategic Administrative Manager who will lead strategic systems and policy change initiatives across MDH. We have a unique opportunity for a mission-driven and experienced individual to further support our vision for health equity in Minnesota where all communities are thriving, and all people have what they need to be healthy. This position will provide high level leadership and management support to the Assistant Commissioner to identify, plan, consult, and implement systems, policy, and operational change initiatives. Partnerships and other collaborations within and across each Bureau and across all divisions within the agency is critical for this role.
  
  Responsibilities include:
  
  • Lead strategic systems and policy change initiatives.
  • Manage ongoing efforts to increase MDH intra-departmental coordination, communication, and integration of departmental initiatives.
  • Coordinate external partner consultation processes with local public health, state agencies, and other stakeholders.
  • Develop training opportunities.
  • Represent the Assistant Commissioner as needed at boards, workgroups, and meetings.
    This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, or Fergus Falls. Occasional travel is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.
    
    Qualifications
    
    Minimum Qualifications

    Four (4) years of administrative management experience sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances. Required experience must include the following:
    
    • Leadership experience managing a local, statewide, regional, or national public health program or strategic initiative.
    • Demonstrated ability to articulate programs and policies of the administration to varied clientele both within and outside the department, including experience drafting new legislation, policies, procedures, and/or rules.
    • Experience in negotiation and conflict resolution.
    • Experience in strategic and short-range project planning, performing cost-benefit assessments, budgeting, and technical and program evaluation.
      Minimum qualifications to be assessed during the interview process:
      
      • Demonstrated knowledge of the theory and practice of public and/or business administration principles and the practical uses of strategic planning.
      • Demonstrated ability to communicate effectively, both orally and in writing.
      • Leadership and delegation skills sufficient to implement desired changes within the organization.
      • Demonstrated technical expert knowledge sufficient to plan, organize, direct, implement and explain complex programs and practices. This includes broad knowledge of public health services issues, delivery systems, funding mechanisms and roles and authorities of federal, state, and local government.
        Degree Equivalencies
        
        A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.
        
        Preferred Qualifications
        
        • Bachelor's or master's degree in Public Health, Public Administration, Health Care Administration, Public Policy, Epidemiology, Microbiology, Medicine, Nursing, Environmental Health, or a closely related public health, medical, or scientific field.
        • Experience with development of legislatively requested fiscal analysis and ensure that work product is responsive, accurate, and adequately represents the fiscal impact of budget and policy proposals.
          Additional Requirements
          
          • Must successfully pass a background and reference check.
          • This employment does not require a valid driver's license, but it does demand occasional travel which the candidate will be responsible for meeting.
          • Under U.S. Citizen and Immigration Services regulations, the successful candidate must be able to accept work in the U.S. by the day employment begins. This agency is unable to offer H-1B sponsorship.
