Staff Physician, Radiation Emergency Medicine/REAC/TS - ORAU

PURPOSE: To provide medical response, education, and leadership for the Radiation Emergency Assistance Center/Training Site (REAC/TS) Program for Oak Ridge Associated Universities (ORAU) in support of its management of the Oak Ridge Institute for Science and Education (ORISE) contract for the Department of Energy (DOE). The Staff Physician for REAC/TS will be principally responsible for supporting the REAC/TS emergency response mission. Additionally, the Staff Physician will assist by providing briefings on the medical aspects of radiation injury; in establishing goals and objectives; develop new capabilities and customers; and manage other activities.

• Professional/technical activities of REAC/TS that support the operational readiness of REAC/TS as part of its National Nuclear Security Administration (NNSA) mission.

• Oversees production of peer-reviewed and non-peer-reviewed literature submissions.

• Prepares and authors (co-authors) papers/reports for submission to peer-reviewed and non-peer-reviewed publications including journals and books.

• Provides advice and consultation/subject matter expertise for radiological injuries/illnesses.

• Participates and develops course content as a member of the REAC/TS teaching faculty in on-site and off-site educational activities.

• Provides subject matter and medical expertise in radiological illness/injuries as a member of a REAC/TS Emergency Response Team (ERT) in support of NNSA’s emergency response to incidents, accidents, or threats involving radiological or nuclear materials. This includes participation in drills, exercises, deployments of the NNSA’s FRMAC, ARG, and RAP emergency response assets. Additionally, other deployments may include exercise response for the World Health Organization (WHO) Radiation Emergency Planning and Assistance Network (REMPAN), and the International Atomic Energy Agency (IAEA) Response Assistance Network (RANET).

Medical degree (MD/DO) and completion of residency in Emergency Medicine; Medical Toxicology; Disaster Medicine; Intensive/Critical Care; Surgery; Internal Medicine/Family Medicine or Pathology with additional education/experience in areas related to CBRNE; Military/Aerospace/Occupational-Preventive Medicine (with clinical background); Radiology; Radiation Oncology; Surgical Oncology/Plastics reconstruction; Dermatology; Nuclear Medicine; Hematology/Oncology; or specialty/background related to radiation medicine.

• Broad experience in general medicine or surgery (six or more years’ experience after training preferred).
• Must have specialized knowledge and/or preferred, experience in diagnosis and management of radiological injuries and illnesses.
• Authored publications on radiation medicine/CBRNE-related area in peer-reviewed literature is preferred.
• Experience in leadership and management of employees.
• Experience and high capabilities in using all Microsoft tools.
• Experience in Educational module/curricula planning and development. Ability to help participate in ACCME accreditation requirements.
• Understanding of functions of DOE or Department of Defense, or other agencies is preferable as work is primarily for U.S. DOE/NNSA.
• Must possess or be able to obtain a U.S. DOE “Q” clearance within a reasonable period of time and not to exceed two years. Must be able to maintain a “Q” clearance for the duration of the employment.
• Clinical skills and knowledge set for assessment and consultation of persons involved in radiation accidents/incidents with radiological injuries/illnesses.
• A background in military/operational medicine and/or other government experience is preferred.
• Administrative skills and leadership capability to manage staff related to their professional/technical activities.
• Must be able to travel nationally and internationally.
• Writing skills to ensure appropriate level of expertise and authority for publication in peer-reviewed medical/scientific journals/books.
• Ability to network at professional meetings, outreach events, and cultivate business development.
• Ability to perform as Team Lead in all response/exercise/course activities.
• Ability to interact with ORISE Director’s Office, Oak Ridge National Laboratory Site Office, Distinguished Scientist Advisory board, US DOE/NNSA Program Managers, and ORAU leadership and personnel on an infrequent basis.
• Ability to attend NNSA meetings, ORAU staff meetings, and potentially, other meetings as needed.
• Ability to help develop Performance Evaluation Measurement Plans, self-assessment, and update materials.
• Ability to help ensure readiness and training; oversee deployment personnel, equipment, and medications; and keep protocols updated for all staff for response/deployment/continuity of operations plan (COOP).
• Ability to oversee nurse-paramedics’ Standing Orders and Procedures.
• Must be able to “read audiences” to adjust level of depth for teaching complex medical topics (participants range from K-12 STEM programs to post-doctoral/physicians).
• Must be comfortable and accomplished in presenting at national and international professional meetings.
• Must be able to be on call schedule to respond to calling REAC/TS for assistance with potential radiation related acute injuries.

*The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
