PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. Job Purpose:
The Staff Electrical Engineer will have electrical ownership and contribution to Production Unit(s) and Electrical Programs at PEMEX Deer Park.
PEMEX Deer Park is served by (4) 138KV feeds from the Utility with a breaker-and-a-half bus scheme, which are complimented by (2) gas fired Cogens (75MW each), (2) steam turbines (50MW each) with a total generation of 250MW. The electrical distribution is made up of almost 300 substations with nominal voltages of 35KV, 12KV, 4.16KV, 2.4KV, and 480V which serve plant loads.
Dimensions:
The Staff Electrical Engineer is a staff function with no direct reports. The role is a key member of the Electrical Engineering Department with many interfaces within PEMEX Deer Park and outside the refinery with vendors and other partners. Interpersonal skills, negotiating skills, networking ability and the ability to manage multiple interfaces with varying needs and priorities are critical factors for this position.
Accountabilities and Responsibilities:
The Staff Electrical Engineer role is a highly collaborative and dynamic position. Successful candidates must be able to work alone and as part of a team. Primary interfaces are with other members of the Electrical Engineering Department; Process Engineering staff; Operations, Maintenance, Production staff; other discipline personnel; contract engineers; and, vendor/manufacturer’s representatives in support of 24x7 operation of the site.
In this role, a Reliability Centered Maintenance (RCM) work process and expert analytical skills are employed to improve the performance of our assets while providing strategic support to the Deer Park Maintenance organization for electrical issues.

Principal accountabilities include:
- Technical guidance and TA3 Assurance for MOCs and complex ASMs.
- Identifying long-term and reoccurring (bad actor) problems and providing feasible pathways for resolutions.
- Identifying obsolescence issues and providing possible solutions to mitigate (both short and long-term).
- Developing, mapping out and maintaining a 10-year strategy to enhance and maintain the reliability of obsolete, modern, and proposed power distribution project solutions to maximize business profitability.
- Maintaining, in partnership with the Instrument & Process Control (I&PC) team, the Electrical Network Monitoring and Control System (ENMCS) communication architecture and network.
- Drive the PEMEX Deer Park HSSE safety culture, particularly in the area of Electrical Safety.
- Demonstrate ownership and support of the electrical systems utilization equipment for assigned unit.
- Develop preventative maintenance requirements and plans for electrical systems via application of MEC/RCM.
- Deliver quality assurance for electrical projects in the area supported.
- Provide engineering guidance to area Electrical Specialist for repair of electrical installations.
- Ensure compliance with OSHA, company, industry codes & standards, and internal procedures.
- Contribute to, and at times lead causal investigations when electrical equipment is involved.
- Develop turnaround work scope using the MEC work process and support the TA Planner with the development of execution plans and delivery of the events.
- Lead electrical efforts during plant abnormal situations and recoveries.
- Maintain knowledge of new technology for application in site equipment design, testing, and installations.
- Develop and drive electrical competency and training programs for the electrical community.
- Support electrical design scope in production unit MOC activities
- Experience in multiple phases of the manufacturing business (Refinery) and technical support for Environment & Compliance on the permit to operate analytical (CEMS).
- Experience in the areas of field support with a heavy emphasis on problem-solving.
- Systems with voltages: 138kV, 35kV, 15kV, 4.16kV, 2.4kV and low voltage.
- Schweitzer and GE protective relays. Power management systems. Circuit breaker technologies: SF6 gas, vacuum, and air Standby & emergency generators. Power factor correction capacitors and systems. Cathodic protection hardware and systems. Motor operated valves (MOVs).
- Familiarity with SKM Modeling software.
- Familiarity with Steam turbine generators and Cogen units.
- Strong troubleshooting and analytical skills, application of the National Electric Code, NFPA 70E (Standard for Electrical Safety in The Workplace), NFPA 70B (Recommended Practice for Electrical Equipment Maintenance), API RP-500 (Recommended Practice for Classification of Locations for Electrical Installations).
- Ability to work well in a collaborative team environment.
- Ability to analyze complex problems to ensure timely and accurate resolution of system anomalies before they impact operations.
- Ability to learn new concepts and technologies quickly.

Required Experience:
- Must have legal authorization to work in the US, on a full-time basis, for anyone other than current employer.
- 10+ years of electrical experience with preference for industrial experience within large petrochemical manufacturing facilities.
- PEMEX Technical Authority 3 (TA3) desired.
- Demonstrated analytical and decision-making skills, preference for causal learning and reasoning skills.
- Skill with electrical equipment inspection and understanding electrical maintenance.
- Knowledge and application of industry standards such as NFPA 70 (NEC), NFPA 70E, NETA, NEMA, API & ANSI.
- Experience with software applications such as MS Office, SKM Power Tools, PowerDB, IMS, and SAP.
